The primary goal of this project is to bolster the knowledge, skills, and abilities of local government IT personnel by providing comprehensive cybersecurity training and certification opportunities. This initiative serves as a "scholarship" program for local employees to achieve the CompTIA Security+ certification, validating their knowledge of basic security concepts, communication security, infrastructure security, cryptography, and operational security. • Workforce Development: Identify and mitigate gaps in the cybersecurity workforce by aligning training with the NICE Workforce Framework for Cybersecurity, enhancing the overall capability of local government staff. • Risk Mitigation: Reduce the risk of cyber-attacks by ensuring that IT professionals possess the baseline skills necessary to protect, defend against, and respond to threats effectively. • Compliance: Support the State’s objective to increase statewide partnerships and enhance cyber education by measuring training outcomes and certifying local professionals. Service Objectives • Flexibility & Accessibility: Provide a versatile training environment that accommodates various learning styles and schedules through instructor-led, virtual, in-person, asynchronous, or hybrid delivery models without restrictions on cohort size. • Certification Success: Go beyond mere exam preparation by providing the necessary CompTIA Security+ testing vouchers and ensuring a curriculum designed for high certification pass rates. • Measurable Effectiveness: Implement baseline assessments and adaptive learning paths to ensure workforce capability development is tracked, measured, and reportedThis SOW Agreement sets forth the terms and conditions Assigned Personnel must comply with when provided with access to State systems, State Information, or equipment in order to perform the contracted services. Definitions: “State Information” is any data or other information in any form which is shared, disclosed or otherwise made available to the Assigned Personnel in connection with this contract, including any and any advice or work product obtained by the State from the Assigned personnel. “State System” is any information technology infrastructure, including but not limited to hardware, software, networks, databases, and related components, that is owned, operated, managed, or utilized by the State for the purpose of conducting official government business, delivering public services, or supporting administrative functions. This definition encompasses systems that are directly controlled by the State as well as those operated by third-party vendors on behalf of the State.
