About The Position

The AP Compliance Officer (Accountant II) position supports the fiscal integrity, accuracy, and compliance of the Accounts Payable (AP) function within the Department of Adult Correction (DAC). This role ensures that disbursement activities are executed in accordance with applicable laws, policies, and audit standards while promoting transparency and operational efficiency. The incumbent will work collaboratively with internal divisions and external oversight entities to maintain high-quality financial practices and safeguard public resources.

Requirements

  • Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports.
  • OR an equivalent combination of education and experience.

Nice To Haves

  • Demonstrated proficiency in governmental accounting standards (GAAP/GASB) and application of NC/DAC fiscal policies in AP operations.
  • Experience to analyze, reconcile, and validate large financial datasets using advanced Excel functions (pivot tables, XLOOKUP, formulas, macros).
  • Experience in detecting financial discrepancies, assessing internal control risks, and recommending corrective actions.
  • Demonstrated strong written and verbal communication skills used to prepare reports, explain financial guidelines, and collaborate with internal and external stakeholders.

Responsibilities

  • Support the fiscal integrity and compliance of the Accounts Payable (AP) function within the Department of Adult Correction (DAC).
  • Review, analyze, and validate financial transactions for accuracy and completeness.
  • Ensure compliance with State and Federal laws, statewide accounting policies, DAC procedures, and audit standards.
  • Perform second-level reviews and conduct quality assurance of Accounts Payable staff work products.
  • Promote accuracy, transparency, and efficiency in the disbursement of state funds.
  • Serve as a liaison between DAC divisions and the Office of the State Controller on AP-related matters.
  • Support payment accuracy, policy compliance, and continuous improvement of AP processes.
