About The Position

Provides administrative leadership in the functional areas of school safety and security, mandated reporting, insurance and risk management and school district planning. Work collaboratively with the Director of Secondary Operations to oversee the safety and security of the Carlisle Area School District.

Requirements

  • Minimum 10 years’ experience as a Law Enforcement Officer
  • Basic MPOETC training (Act 120) or a graduate of Pennsylvania State Police Academy, previously employed as a PSP Trooper, and separated in good standing
  • Able to work under pressure independently and/or in a group setting
  • Must be familiar with PA law as it relates to law enforcement
  • Must possess a valid Pennsylvania driver’s license.
  • Must possess current, valid Act 34, Act 114, and Act 151 clearances.
  • Must obtain a certificate of medical examination as well as a tuberculosis test as required under Chapter 14 of the Public-School Code, 24 P.S. §§14-1416, 14-1418; 22 Pa Code §49.12(b) (regarding education); and 28 Pa Code §23.44 (regarding health and safety).
  • Must complete and keep current: NASRO training or equivalent 12 hours mandatory annual in-service training CPR/AED/FIRST AID training firearm training if required Safe Crisis Management training.
  • Must possess or be eligible for Act 235
  • Position holder must have and maintain a smart cell phone at their own expense for contact by CASD staff during work and non-work hours.

Responsibilities

  • Member of District’s threat assessment team
  • The school safety and security coordinator shall oversee all school police officers, school resource officers, school security guards and policies and procedures in the school entity and report directly to the chief school administrator.
  • Oversee Carlisle Area School District School Police Department
  • Serve as the school entity liaison with the committee, the department, law enforcement and other [emergency responder agencies] organizations on matters of school safety and security.
  • Act as liaison to emergency responder agencies in the Carlisle Area School District
  • Coordinate training and resources for students and school entity staff in matters relating to situational awareness, trauma-informed approaches, behavioral health awareness, suicide and bullying awareness, substance abuse awareness and emergency procedures and training drills, including fire, natural disaster, active shooter, hostage situation and bomb threat.
  • Develop and monitor necessary trainings for School Police Officers (PIMS data collection, Run, Hide, Fight, Act 235, CPR, etc.)
  • Review the school entity's policies and procedures relative to school safety and security and compliance with Federal and State laws regarding school safety and security.
  • Develop and maintain emergency operation plans for the District’s buildings
  • Coordinate school safety and security assessments as necessary.
  • Lead the District’s Safety and Security Committee
  • Serve as School Safety and Security Coordinator
  • Complete and submit PIMS reports for school safety and security as required by the Department of Education (Office of Safe Schools).
  • Oversee PDE Safe Schools Data for the District
  • Make a report no later than June 30, of each school term, to the school entity's board of directors on the school entity's current safety and security practices that identify strategies to improve school safety and security. The report shall be presented to the school entity's board of directors at an executive session of the school entity's board of directors. The report shall be submitted to the committee and shall not be subject to the act of February 14, 2008 (P.L.6, No.3), known as the Right-to-Know Law.
  • Coordinate building level safety and security assessments
  • Coordinate a tour of the school entity's buildings and grounds biennially or when a building is first occupied or reconfigured with the law enforcement agencies and first responders that are primarily responsible for protecting and securing the school entity to discuss and coordinate school safety and security matters.
  • Coordinate school security, video surveillance, door access control, and alarm issues with the technology coordinator and applicable parties.
  • Coordinates meetings with school and community resources such as: emergency management, police, fire, and emergency medical services.

  • Coordinates with building principals the development of annual building specific emergency plans to include building level crisis teams, floor plans, door numbering, campus maps, and other items as specified in the building profile.
  • Coordinates K-9 sweeps of school facilities with outside agencies and ensures proper procedures are followed.
  • Collaborate with district and building administration to develop safety learning opportunities for students, staff, and parents (officers in classrooms, club leader, faculty meeting presentation, PTO presentation, etc.)
