About The Position

Under direct supervision, performs work of moderate difficulty in the regulatory program enforcing laws and ordinances concerning Animal Services and rabies control; performs related work as assigned. These positions require 100% in-person work. Starting salary is dependent on qualifications and position offered. Starting hiring range is as follows: Animal Service Officer I: $45,560.25 Animal Service Officer II: $49,116.01 Animal Service Officer III: $52,889.28 Typical Duties ANIMAL SERVICES OFFICER I INTRODUCTION: This is an uncertified position that will be expected to learn and execute the skills and responsibilities of an Animal Services Officer. This position will work closely with an Animal Services Officer II and III to learn all aspects of the job for a minimum of six months and may be eligible to move into the higher level position after a year of experience. TYPICAL DUTIES: (Illustrative Only) Under supervision, provide information to the public on animal behavior of domestic animals and wildlife Under supervision, assist other agencies in capturing and/or retrieving potential rabid animals, domestic and wildlife, and prepare specimens for rabies analysis Under supervision, manage bite cases involving domestic animals (exposed to wildlife) and humans (exposed to domestic animals and wildlife), including overseeing quarantine observation for CDC recommended timeframes Under supervision, know the geographic layout of the entire county to perform routine patrols to ensure public health and safety, animal welfare, and compliance with County ordinances Under supervision, respond to, investigate, and document allegations of non-compliance of state and county ordinances Under supervision, negotiate compliance with involved parties, who may be hostile Under supervision, know county ordinances and state laws pertaining to Animal Services Under supervision, provide emergency after-hours on-call coverage 365 days a year, including holidays Under supervision, performs related duties as assigned ANIMAL SERVICES OFFICER II TYPICAL DUTIES: (Illustrative Only) Performs all duties of an Animal Services Officer I in an effective and precise manner Provides information to the public on animal behavior of domestic animals and wildlife Acts as lead representative for rabies control in Northern Arizona Assists other agencies in capturing and/or retrieving potential rabid animals, domestic and wildlife, and prepares specimens for rabies analysis Manages bite cases involving domestic animals (exposed to wildlife) and humans (exposed to domestic animals and wildlife), including overseeing quarantine observation for CDC recommended timeframes Patrols the entire County to ensure public health and safety, animal welfare, and compliance with County ordinances Responds to, investigates, and documents allegations of non-compliance of state and county ordinances Negotiates compliance with involved parties, who may be hostile Enforces state laws and county ordinances addressing animal welfare and animal behavior Interviews witnesses and prepares reports along with gathering evidence pertinent to investigations and decides if evidence warrants a verbal/written warning or criminal citation, Appears in court as a witness to present evidence collected during investigations and testifies on behalf of the County Generates accurate and precise reports for all calls received and enters accurate data into the database Responds in a timely manner to federal, state, county, and city commissioned law enforcement officers' requests for assistance in potentially life-threatening and hazardous situations where animals are present within the County Provides emergency after-hours on-call coverage a minimum of 2 days per week from 5:30 pm to 7:00 am the following morning, 365 days a year, including holidays Performs related duties as assigned ANIMAL SERVICES OFFICER III TYPICAL DUTIES: (Illustrative Only) Performs all duties of an Animal Services Officer II Specializes and leads complex rabies case investigations and offers additional support to the Animal Services Officers andhealth care providers Specializes and maintains all Animals Services Officers' chemical immobilization training documentation, purchasing, and controlling of nonscheduled drugs used for immobilizing animals Specializes in animal behavior, wildlife, or other related topics Oversees and conducts yearly checks on all Animal Services Officers' equipment. Provides a list of needed or replacement equipment to Animal Services Supervisor Specializes in addressing problems with the Animal Services' database Specializes and provides CEU training opportunities for all Animal Services Officers and ensures the required 12 units are met and documented before the evaluation period Specializes and provides report writing reviews to Animal Services Officers Specializes and provides education to the public, both individually and in group settings, regarding county ordinances, state laws, and abatement of vectors to prevent the spread of zoonotic diseases Performs related duties as assigned Essential functions of this position include but are not limited to: driving; working with and around other public officials, citizens, staff and animals (domestic and wildlife); dealing with interruptions; writing, telephones, etc. May be exposed to extreme weather conditions, hazards, and others and exposure to adverse atmospheric conditions such as fumes, odors, dust, mist, gases and others.Must be able to lift a minimum of 60lbs. Must be able to work some holidays, be on a rotating shift and respond to emergency after hour calls.

Requirements

  • A High School Diploma or GED and one year of work experience; OR, any equivalent combination of training, education, or experience that demonstrates the ability to perform the duties of the position.
  • One year of experience working in a regulatory field, an animal services program, or law enforcement; OR any equivalent combination of training, education, or experience which demonstrates the ability to perform the duties of the position.
  • Two years of experience working in a regulatory field, an animal services program, or law enforcement; OR, any equivalent combination of training, education, or experience that demonstrates the ability to perform the duties of the position.
  • Must pass a background check and obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory background check and 5-year Arizona Motor Vehicle Report.
  • Obtain a fingerprint clearance card.
  • Pre-exposure Rabies vaccines are required and provided through the County per Animal Management Policy 2018-04.
  • Must have passed the National Animal Control Association's (NACA) Level I, II, and III training within the first year of hire; may be exempt with previous law enforcement experience.
  • Working knowledge of: Habits and characteristics of animals, Symptoms of animal health problems, Rabies protocols for wildlife, domestic animals, and humans, Protocol for bite case quarantines, Ability to interpret and enforce state and county laws associated with domestic animals, kennels, shelters, and pet shops.
