About The Position

EXAMPLES OF WORK TO BE PERFORMED: MUST BE ABLE TO WORK DAYS AND EVENINGS. (Actual hours being established by operational necessity) MUST BE ABLE TO WORK SATURDAYS, SUNDAYS, HOLIDAYS AND SPECIAL EVENTS. MUST BE ABLE TO WORK PAST NORMAL ASSIGNED SHIFT. WILL BE SUBJECT TO CALL-BACK. Issue licenses, enforce animal control ordinances, support adoption programs, all tasks associated with animal euthanasia, and enforce compliance with Texas Department of Health animal bite criteria. Investigate and respond to citizen complaints regarding City codes and ordinances and initiate appropriate action. Keep accurate records and investigate and prepare reports for the Animal Control Manager and pursue any necessary enforcement actions as directed by the Animal Control Manager. Prepare reports and correspondence for review and approval by the Animal Control Manager. Assist with budget preparation. Operate various types of standard office equipment and animal control equipment. Read and interpret laws, rules, and regulations. Explain codes, regulations, and procedures to the public, other public agencies, and city staff. Build and maintain positive working relationships with co-workers, other city employees, and the public using principles of good customer service. Provide staff training for field officers, including animal control equipment operation, and ensure compliance with continuing education requirements for maintaining licenses. Coordinate field officers and shelter staff schedules, including on-call schedules. Work out in the field and respond to calls, be on-call to apprehend and transport animals, and support field officers during difficult or sensitive calls. Issue warning notices, notices to appear, and citations. Research and prepare cases for prosecution and testify in court. Ascertain and gather facts related to applicable ordinances, codes, laws, rules and regulations, develop alternative solutions to problems, evaluate a proper course of action, and to reach appropriate recommendations for decision making for field officers. Assist with animal handling and confinement of stray and quarantined animals for specified periods in the animal shelter. Assist with rabies control programs. Assist, when needed, in cleaning dog kennels, cat room, adjacent workspaces, and outdoor areas and provide daily care for animals held at the shelter. Assist with volunteers and community services and conduct education and outreach programs. Prepare program performance reports, data analysis summaries, and strategic recommendations for review by the Animal Care and Control Manager. Monitor operations capacity, identify operational gaps, and implement process improvements to enhance outcomes and service levels. Perform other duties as assigned or directed. Requirements

  • Ability to lift, crouch, crawl, as well as sit, stand, walk or run to perform animal control duties.
  • Ability to read and interpret regulations governing animal control department policies.
  • Ability to receive detailed information through oral communication, and exercise sound judgment in evaluating situations and in making decisions.
  • Ability to read and write clearly in communicating with other city employees and the public by oral and written means.
  • Ability to deal in a professional manner with members of the general public and have skill in public relations and community publicity.
  • Ability to supervise, train, and evaluate staff effectively.
  • Ability to operate a motorized vehicle.
  • Ability to work in an indoor environment; ability to work up to 50% of the time in an outdoor environment.
  • Ability to work effectively when surrounded by loud noise.
  • Ability to work in an environment subject to exposure to hazards (vicious, wild, rabid animals).
  • Knowledge of adoption, euthanasia procedures, and animal cruelty investigation techniques.
  • Knowledge of state laws and local ordinances pertaining to animal control such as public nuisance laws and laws governing search and seizure and legal entry to property.
  • Knowledge of humane methods of animal care, collection, and disposal.
  • Knowledge of the symptoms of animal diseases; basic animal behavior.
  • Knowledge of Basic level Microsoft Office including Word and Excel and Google Suite.
  • Must be able to operate cellular phone, two-way radio, copy machine, calculator, computer, printer, and various software.
  • Must be willing and able to work various hours and shifts as assigned, including weekends and holidays.
  • High school diploma or equivalent required
  • Minimum age of 18 years old
  • Must possess a valid Texas Drivers license “Class C”
  • Must be able to drive a truck while towing a livestock or utility trailer.
  • Must have 2 years experience in an Animal Control Facility.
  • Must have Texas Department of Health Basic Animal Control Officer Certification.
  • Ability to deal with members of the general public in a calm and courteous manner, answering and responding to complaints and requests and educating on processes, procedures, and regulations related to animal services, including the ability to exercise sound judgment and conflict resolution skills.
  • Ability to read and write clearly in completing service requests, work orders, and messages, and to prepare reports, program documentation, and correspondence.
  • Computer skills including basic level of Microsoft Word and Excel and Google Suite, and experience using database management or shelter management software systems.
  • Must have completed within the last three years, or complete within 120 days of employment, a training course in the proper methods and techniques of euthanizing animals.
  • Must be able to operate standard office equipment and City-issued communication devices.

Nice To Haves

  • Animal shelter supervisory experience preferred.
  • Experience with public-facing programs, customer service, or community education.
  • Experience working with vendors, contractors, or service agreements related to animal care operations preferred.
  • Experience assisting with budget preparation, expenditure tracking, or program performance reporting preferred.
