Under minimal direction, this position is responsible for managing and operating Austin-Bergstrom International Airport's (AUS) financial services for one or multiple functions: oversight of AUS accounting, budgeting, purchasing, contract compliance, accounts payable, accounts receivable, revenue, Capital Improvement Program (CIP), grants, fixed assets, inventory, and payroll functions.

Requirements

  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Finance, Accounting, or Economics plus five (5) years of experience in a finance related field, including two (2) years of management experience. Additionally, experience must include one (1) year of accounting.
  • Up to twelve (12) hours of accounting coursework may substitute for accounting experience.
  • Graduation with a Master's degree from an accredited college or university in Finance, Accounting, or Business related field or a CPA certification may substitute for two (2) years of experience requirement.
  • Must have the ability to read, write, and fluently speak in English.

Responsibilities

  • Plans methodology, scope, work plans, and execution of financial, budgetary, and contract oversight projects and program activities, and evaluates effectiveness.
  • Executes AUS financial decisions by preparing financial information for presentation and consideration by management.
  • Manages financial forecast and the development of the operating budget for the airport.
  • Performs budget analysis, provides guidance and recommendations to management.
  • Monitors the budget by reviewing current year estimates and budget variance reports, and reviews historical and forecast budget information.
  • Provides feedback and analysis of AUS performance measures, goals, and objectives by compiling relevant financial, business, service, and operational information, identifying and evaluating trends, responding to economic conditions, and recommending corrective actions.
  • Manages the development of aeronautical and non-aeronautical rates and charges, ensuring compliance with applicable Federal Aviation Administration (FAA), Federal, and contractual regulations and requirements.
  • Manages the development of AUS capital budget, long-range, and five-year plans.
  • Oversees the preparation of periodic internal and external financial statements, supporting schedules, related notes, and periodic reports to regulators to ensure accuracy and compliance with Generally Accepted Accounting Principles (GAAP) and regulatory requirements.
  • Oversees the airport’s coordination of year-end close, audit plans, schedules, and work papers in preparation of the annual external audit, including the airport’s Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), Schedule of Expenditures of State Awards (SESA), and other regulatory required reports.
  • Oversees the preparation of audit work papers for the grant and Internal Revenue Service (IRS) audits on the Airport Revenue Bonds by reviewing complex supporting work papers for assigned areas; providing information, responses, and explanations of City and AUS policy and procedures.
  • Formulates AUS financial and contract governance policies and operating procedures; provides leadership and training to financial staff, management and project teams.
  • Manages the issuance of debt and ensures transactions are recorded in accordance with GAAP, including long-term, short- term, and refunding; oversees and assists in developing the Official Statement, rating agency materials, and debt service schedules; calculates and monitors debt-related ratios.
  • Manages the Airport FAA grant financial program including drawdowns, reporting, application, setup and close-out, and ensures compliance with the FAA regulations and standards.
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
  • May provide leadership, work assignments, evaluation, training and guidance to others.
