About The Position

This is an open position with FirstEnergy Services Company, a subsidiary of FirstEnergy Corp. [SC00] Position Summary This position is an environmental air permitting, compliance, and policy role within the Environmental group, responsible for managing air permitting, monitoring, reporting, and other regulatory-required activities to ensure compliance with federal and state air quality regulations for coal-fired electric generation, natural gas generation projects, and RICE units across multiple facilities, projects, and sites. The role oversees permitting and compliance activities, manages outside environmental consultants, and assesses the impacts of existing and emerging environmental laws, regulations, and policies on FirstEnergy operations. Responsibilities include regulatory interpretation, support of emissions reporting and allowance programs, preparation of regulatory comments, and coordination with internal stakeholders and Government Affairs. The position provides technical guidance and represents FirstEnergy in assigned industry associations and regulatory forums. Secondary responsibilities may include support for storage tank permitting and compliance, as well as environmental due diligence and remediation assistance, based on business needs and candidate experience. This is an on-site position for one of three locations (Akron, Greensburg, or Fairmont) and will require some travel to sites as needed for support.

Requirements

  • Bachelor’s degree in Engineering, Environmental Science, Chemistry, or a closely related field.
  • Typically 3-5 years of progressively responsible experience in environmental permitting and regulatory compliance, with emphasis on air quality programs.
  • Working knowledge of federal and state air quality regulations and environmental compliance requirements.
  • Demonstrated ability to support permitting actions, regulatory reporting, and compliance activities of moderate complexity.
  • Strong analytical, organizational, and communication skills with the ability to work independently on routine assignments.
  • Proficiency in Microsoft Office applications and environmental or emissions data systems.

Responsibilities

  • Lead and support air permitting activities, including the development, renewal, and modification of Title V and non-Title V air permits for facilities, projects, and sites.
  • Manage air permitting, monitoring, reporting, and other regulatory-required activities to ensure ongoing compliance with applicable federal and state air quality regulations.
  • Interpret and apply federal and state air regulations, assessing regulatory impacts on operations and providing compliance strategies and risk-based recommendations.
  • Prepare, coordinate, and review routine and non-routine air regulatory reports, including emissions inventories, Title V certifications, MATS, RATA, and stack test reports.
  • Oversee and manage the work of outside environmental consultants, including reviewing reports, studies, analyses, and recommendations for technical quality, regulatory accuracy, and alignment with company objectives.
  • Support emissions allowance programs, including monthly reporting, annual reconciliations, and allowance transfers using EPA CAMD systems.
  • Prepare and support corporate air reporting initiatives, including Corporate Responsibility and greenhouse gas (GHG) reporting.
  • Coordinate regulatory responses related to deviations, excess emissions, agency inquiries, and enforcement matters.
  • Utilize emissions data systems to compile, review, validate, and analyze emissions and compliance data.
  • Work closely with Operations, Engineering, Fuels, Legal, Environmental Compliance, Government Affairs, and other internal stakeholders to support permitting, compliance, and regulatory initiatives.
  • Serve as a primary advisor and lead contact on environmental and air policy matters, including monitoring emerging or proposed legislation, regulations, and policies impacting FirstEnergy operations and assets.
  • Coordinate internal review and development of company positions, comments, and responses in collaboration with Management, subject matter experts, and Federal and State Government Affairs.
  • Develop and maintain standard procedures for the preparation, review, approval, and submittal of comments on legislation, regulations, and policies, including roles, responsibilities, signatories, and follow-up actions.
  • Prepare comments on proposed federal and state environmental regulations and policies and provide executive summaries, guidance and training on the implementation of new regulatory requirements.
  • Represent FirstEnergy on assigned industry associations, technical committees, and working groups related to air quality and environmental policy.
  • Provide technical guidance, regulatory interpretation, and mentoring to internal stakeholders and less-experienced staff, as appropriate to position level.
  • Support RICE and emergency generator compliance requirements and related permitting and reporting obligations.
  • Support air permitting activities for aboveground and underground storage tanks, including permit applicability determinations, permit development and modifications, and coordination with state regulatory agencies, with a specific focus on New Jersey air permitting requirements.
  • Provide environmental support for due diligence activities, including review of environmental data and documentation, regulatory applicability assessments across media, identification of compliance risks and liabilities, and development of risk management and mitigation strategies.
