About The Position

The Leidos team supporting the Deputy Assistant Secretary of the Air Force for Operational Energy has an opening for an Energy Analyst at the Pentagon in Arlington, VA. Leidos supports the Deputy Assistant Secretary of the Air Force (Operational Energy) (SAF/IEN) with project management and policy support subject matter experts. Each year about $9B, or 7-8% of the Air Force budget has gone to purchase energy. Approximately 86%, or $7.2B, is operational energy (aviation fuel). The Air Force Operational Energy Program vision is to Create an energy optimized Air Force that maximizes combat capability for the warfighter This position will be approximately 50% onsite at the customer site with 25% travel and 25% working from home office. Primary Responsibilities: Energy Wargaming, Analysis, and Modeling and Simulation; Support Government efforts to initiate, coordinate, consolidate, develop, and maintain SAF/IE’s Operational Energy War gaming, energy analysis, and Modeling and Simulation Program governance and programmatic documents (e.g., DAFIs, policies), action plan recommendations, task and inquiry responses, and issue resolution action plans. Aerospace Energy and Aviation Fuel network operations: Provide commercial and other service (e.g., U.S. and international) landscape visibility and knowledge management related to aerospace energy and aviation fuel network operations (e.g., system-of-systems, command and control). Advise and Assist: Develop, staff, advise and facilitate senior level governance and oversight activities on aerospace energy products, aviation fuels, energy analysis, modeling and simulation, and war-gaming. Wargaming: Participate in USC Title 10 Air Force and Joint/Combined Forces war-gaming programs to include the appropriate tools and techniques National Security and Defense Innovation: Provide subject matter expertise in defense industrial base resilience, operational energy optimization, and logistics efficiency. Spearhead strategic initiatives that enhance supply chain security, combat capability, and force readiness through data-informed policy, AI-driven decision support tools, and software-enabled mission planning. Collaborate with military and defense agencies to implement advanced software applications and digital twin solutions. Policy Development and Strategic Governance: Lead cross-agency working groups, stakeholder engagements, and governance initiatives to shape federal policy and regulatory frameworks. Develop comprehensive strategic roadmaps, policy guidance, and legislative proposals that support government-wide digital initiatives, environmental review modernization, and defense readiness. Drive coalition-building efforts to secure funding and executive-level support for high-impact programs. Technology and Digital Transformation Leadership: Lead digital transformation efforts by developing and implementing innovative technology strategies that enhance efficiency and effectiveness across government and defense sectors. Drive modernization initiatives by integrating artificial intelligence, automation, and advanced analytics into mission-critical operations, ensuring seamless data visibility, interoperability, and system-wide enhancements.

Requirements

  • Bachelor’s degree with 12+ years’ experience in operations research, modeling and simulation or wargame design, development, execution, and analysis or a Master's degree with 10+ years’ experience in operations research, modeling and simulation or wargame design, development, execution, and analysis
  • Active DOD Top Secret clearance, with the ability to obtain SCI.
  • Ability to travel as business needs require (approximately 25%)
  • A comprehensive background in energy systems, particularly within the context of defense and military operations
  • Experience in leading operational energy initiatives, including the analysis and implementation of energy efficiency projects that result in significant cost savings
  • Expertise in applying data-driven approaches to operational challenges, along with the ability to advise senior leaders on energy policy and technology advancements

  • Experience with wargame design, development, execution, and analysis

Responsibilities
