The Agile Project Manager is responsible for providing management oversight and resources needed to execute the contract requirements for the Army Materiel Command (AMC), Chief Information Office (CIO), across a wide range of cybersecurity tasks. The Agile Project Manager will be responsible for supporting the overall Program Manager for strategic planning, team leadership, and ensuring projects align with business objectives, security frameworks, and regulatory requirements.

Requirements

  • Bachelor's degree in science, Technology, Engineering, Mathematics, IT, or business-related programs.
  • 7+ years of experience in Agile, DevOps, or Lean process transformation
  • 3+ years of experience in project and program management
  • 3+ years of experience leading organizational transformation toward Agile, Kanban, and DevSecOps practices within government mission environments
  • SAFe, Scrum Master, or DevOps-related certifications required
  • Must have an active Secret clearance with the ability to obtain Top Secret
  • Ability to meet minimum clearance requirements.
  • Ability to work nights, weekends, and holidays as required.
  • Ability to travel up to 25%.

Nice To Haves

  • 5+ years’ experience supporting DoD or federal programs is highly desirable
  • Agile Scrum Certifications desired
  • Expertise in various methodologies like Agile DevSecOps and CI/CD, alongside tools like Microsoft Project, Jira, GitLab, or ServiceNow.
  • Excellent interpersonal communication, facilitation, and leadership skills to effectively coordinate teams and communicate with stakeholders.
  • Proven ability to manage relationships with internal teams (IT, legal, business), external partners, vendors, and senior leadership.
  • Skillful time management and organizational skills to set and meet deadlines.
  • Ability to work both independently and within a team.
  • Ability to work effectively in a team environment to encourage collaboration, innovation, and continuous improvement.

Responsibilities

  • Supports the Program Manager in managing daily operations, resources, and program schedules.
  • Serves as backup for the Program Manager as required.
  • Assist with providing technical/management leadership for all requirements and establish goals and plans that meet project and program requirements from inception to completion.
  • Support organizational transformation toward Agile, Kanban, and DevSecOps practices within government mission environments.
  • Conduct workshops, training sessions, and hands-on coaching for technical teams on DevSecOps principles, best practices, and tools.
  • Collaborate with leaders and management to align DevSecOps initiatives with business objectives and secure the necessary resources for the transition.
  • Evaluate the organization's current DevSecOps maturity level and define a strategic roadmap for adopting new tools, workflows, and cultural shifts.
  • Provide hands-on coaching and mentorship to integrated teams (government and contractor) on iterative planning, continuous integration, continuous delivery (CI/CD), and release-on-demand strategies.
  • Streamline the vulnerability management process, including timely feedback loops to development teams to help them prioritize and remediate security issues efficiently.
  • Facilitate cross-functional collaboration between cyber, software, infrastructure, and policy teams to adopt DevSecOps-aligned workflows.
  • Work productively within an agile, sprint-based environment, adhering to all applicable levels of reporting to the program manager.
  • Responsible for shaping, advancing, and embedding contract deliverables that integrate development, security, and operations.
  • Will guide in adopting secure, agile, and cloud-native methodologies aligned with the AMC.
  • Help drive initiatives to modernize and automate cybersecurity processes, tools, and documentation.
  • Interaction involves client negotiations and interfacing with senior management, internal and external leadership, and technical experts, and serves as a liaison between business and technical aspects of projects.
  • Coordinate with Program Manager to plan, initiate, manage IT projects, and lead and manage cross-functional teams of cybersecurity professionals, providing guidance, mentoring, and fostering high performance.
  • Assist in developing, managing, coordinating, and presenting CDRLs as required.
  • Assist with the oversight of Program Staffing, Retention, Security, and contract compliance.
  • Assist with reviewing and approving all employee timesheets and conducting periodic performance evaluations.
  • Responsible for conducting interviews with technical experts and developing knowledge transfer and training curriculum artifacts.
  • Other duties as assigned.
