About The Position

Provides non-personal services support to the Defense Counterintelligence and Security Agency (DCSA) Enterprise Performance Management (EPM) office in support of IT-focused acquisition programs and projects. Supports program and project management functions across the full project lifecycle, including initiation, planning, execution, monitoring, and closeout. Applies Agile methodologies and DoD acquisition frameworks to manage software development and enterprise IT initiatives. Provides governance support including planning, scheduling, briefing preparation, meeting management, and executive reporting. Ensures compliance with FAR, DFARS, DoD, and DCSA policies and regulations. Supports ServiceNow Enterprise Service Delivery (ESD) initiatives and related IT modernization efforts.

Requirements

  • U.S. citizenship required.
  • Bachelor’s degree in Program/Project Management, Business Management, or related discipline required.
  • Additional qualifying experience may be substituted in accordance with PWS minimum qualifications.
  • Minimum five (5) years of demonstrated program and/or project management experience.
  • Minimum five (5) years of DoD experience.
  • Minimum five (5) years supporting DoD Software Development projects and programs.
  • Minimum five (5) years utilizing Agile frameworks and practices.
  • Minimum 1–2 years demonstrated knowledge of utilizing ServiceNow.
  • Active Project Management Professional (PMP) certification required (or qualifying substitute experience).
  • Strong knowledge of DoDD 5000.01, DoDI 5000.02, and DoD acquisition policies.
  • Proficiency in Microsoft Office (Word, Excel, Project, PowerPoint, Outlook, Teams) and SharePoint.
  • Ability to manage multiple concurrent projects and cross-functional teams.
  • Strong analytical, communication, and executive presentation skills.
  • Ability to work independently in a non-personal services contract environment.
  • DoD Adaptive Acquisition Framework (AAF)
  • DoDI 5000.01 and DoDI 5000.02 (or successor guidance)
  • Software Acquisition Pathway (SWP)
  • Business Capability Acquisition Cycle (BCAC)
  • Federal Acquisition Regulation (FAR) and DFARS familiarity
  • Earned Value Management (EVM) principles (as applicable)
  • Agile frameworks (Scrum, SAFe, Kanban)
  • Risk management and integrated master scheduling tools
  • ServiceNow Enterprise Service Delivery (ESD) or similar ITSM platforms
  • Microsoft Project or comparable scheduling tools
  • SharePoint collaboration environments
  • DoD cybersecurity and RMF awareness (basic familiarity)
  • Experience supporting classified environments and handling controlled information

Responsibilities

  • Provide program and project management support for DoD acquisition programs (e.g., BCAC, Software Acquisition Pathway, ACAT).
  • Develop and maintain project management documentation including project management plans, work breakdown structures, schedules, risk management plans, meeting agendas, and meeting minutes.
  • Facilitate Agile ceremonies including sprint planning, daily stand-ups, backlog grooming, and retrospectives.
  • Track cost, schedule, performance, and risk metrics; notify leadership of significant deviations.
  • Provide executive-level briefings, reports, and decision-support documentation.
  • Analyze information from multiple stakeholders to develop holistic recommendations aligned with DCSA strategic goals.
  • Maintain accurate project tracking and status reporting in accordance with CDRL requirements.
  • Coordinate across Integrated Project Teams (IPTs), Working Groups (WGs), and stakeholder forums.
  • Perform services in a remote or contractor-site CONUS environment as authorized.
