About The Position

The New York City Police Department (NYPD) aims to enhance the quality of life in New York City by partnering with the community to enforce laws, preserve peace, protect people, reduce fear, and maintain order. The Office of the Deputy Commissioner of Legal Matters (DCLM) provides essential legal guidance to the NYPD, advising on all legal matters, including major criminal and civil litigation, and significant legislative and judicial developments. This office monitors the relationship between the Department and the criminal justice system, assists members in interpreting and enforcing laws, ensures lawful and fair departmental policies, and develops legislation for public safety. The Legal Bureau's Legislative Affairs Unit specifically manages the NYPD's involvement in the legislative process at federal, state, and local levels. Attorneys in this unit negotiate, draft, and review proposed legislation, collaborate with the Mayor's legislative offices, and prepare Department members for legislative hearings. This Agency Attorney III position reports to the Director, Legislative Affairs, and will be located within the DCLM/Legal Bureau command.

Requirements

  • Admission to the New York State Bar
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or Six months of satisfactory service as an Agency Attorney Interne (30086).
  • Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
  • To be assigned to Assignment Level (AL) III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Responsibilities

  • Draft and review proposed city, state and federal legislation.
  • Prepare members of the service for hearings before legislative bodies.
  • Conduct legal research on legislative matters of interest to the Department.
  • Liaise with the Mayor's Office of Legislative Affairs and elected officials on a variety of local legislative issues.
  • Issue guidance regarding enacted legislation to members of the service.
