About The Position

Under administrative direction, is responsible for planning, directing,managing and overseeing affordable housing policy development andproduction as part of the housing system that is coordinated acrosssectors in San Antonio. Aligns services, regulations and fundingrequirements to increase the efficiency and accountability of thecoordinated housing system. Coordinates assigned activities with otherCity departments and outside agencies; and provides highly responsibleand complex administrative support to achieve project goals andobjectives. Exercises direct supervision over assigned staff. This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of increasingly responsible experience in public administration, urban planning, real estate development, construction management, architecture, finance, or a related field.
  • Two (2) years of supervisory experience.
  • Valid Class "C" Texas Driver's License.

  • Experience in housing rehabilitation, affordable housing programs, residential construction management.
  • Experience working with federal, state, or local housing programs (e.g., CDBG, HOME, ARPA).
  • Experience with procurement, contractor oversight, and compliance monitoring.
  • Experience working with diverse populations.
  • Proven ability to manage multiple projects, budgets, and timelines simultaneously.
  • Strong written and verbal communication skills for working with homeowners, contractors, and stakeholders.
  • Detail-oriented with strong organizational and problem-solving skills.

Responsibilities

  • Oversees and coordinates all housing activities and functions for areas of responsibility to include housing development programs, Low Income Housing Tax Credit, Accountability Dashboard, and the Affordable Housing Plan(s).
  • Manages the collection of housing data from all housing agencies in San Antonio and Bexar County to include providing City housing production data for city programs.
  • Provides recommendations for dedicated revenue source(s) to fund affordable housing and for program implementation with those dedicated funds; risk mitigation fund policy to limit displacement by private or public funded projects.
  • Manages the creation and completion of housing projects, policies, and reports; provides recommendations for implementation under the direction of the Director or Assistant Director.
  • Manages the development and implementation of goals, objectives, policies and priorities for the assigned services area and allocates resources accordingly Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures for assigned areas of responsibility.
  • Establishes and ensures compliance with the City's policies and procedures.
  • Acts as a resource to and liaison between City Departments within CoSA as well as external contacts.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established CoSA policies, procedures, and guidelines.
  • Performs related duties and fulfill responsibilities as required.
