About The Position

The Administrator is responsible for overseeing federal, state, local and organizational compliance with regulations, laws, and policies through planning, organizing, training and directing the work of the child welfare and adult protection human service units for Delta County.

Requirements

Bachelor’s Degree in the behavioral sciences; Master’s Degree in behavioral sciences preferred
Five (5) years of professional experience in the field of social casework along with three (3) years in a leadership role with demonstrated supervisory experience required; 5 years in child and adult welfare management preferred
Combination of education and experience could waive specific requirement.
A working understanding of supervisory and techniques and of human behavior is required.
Thorough knowledge of dynamics of child abuse and neglect, and of case-work principles and techniques as they are applied to children and families with developmental disabilities, mental illness, separation and relinquishment, alcohol and drug addictions, and parenting skills.
Extensive skills in case planning and handling of problem cases; ability to instruct and teach social casework techniques; ability to supervise professional casework staff is mandatory.
Incumbent must possess skill in writing and editing reports; skill in interpreting rules, regulations, laws and procedures; an ability to deal with stress and emergencies; knowledge of the court system and its workings with respect to child welfare.
Ability to resolve conflict; ability to evaluate staff and clients; knowledge of the Colorado Children’s Code and Staff Manual Volume VII which pertain to child welfare required.

Employee may frequently deal with angry and hostile clients who occasionally become both verbally and physically aggressive and threatening. This environment could result in bodily injury to workers. Responsibilities

Develops and monitors the goals and objectives of the child welfare and adult protection unit, modifies plans accordingly.
Responsibility for all children’s programs and child protective services.
Responsible for compliance with federal, state and local child welfare regulations as measured in Colorado Statistical (CSTAT) Reports.
Responsible for directly supervising the Adult Protection unit.
Responsible for the determination of eligibility of clients for unit services.
Oversees work of vendors and those professional relationships.
Participates with the director in identifying and solving agency problems.
Assists in the establishment of agency policy and the development of ongoing and yet-to-be developed new programs.
Address client or community complaints received concerning individual workers, case decisions or service delivery.
In addition to the standards set by State guidelines, statutes and manual regulations, this position establishes and monitors unit qualitative standards.
This includes the review of program outcomes and effectiveness.
Interviews and participates in the selection of employees for the unit with or as directed by the Human Services Director.
Makes recommendations regarding performance improvement as appropriate.
Counsels employees, identifies work problems and meets with individuals or groups to discuss and resolve issues.
Follows up to ensure that problems are resolved.
Takes corrective and/or disciplinary action when necessary, documenting performance or related work problems using established personnel regulations, procedures and practices.
Networks with other community entities to ensure that a continuum of service is available to clients and that such information is efficiently distributed.
Serves on community boards and panels as appropriate.
Serves as a liaison between the agency and other entities.
Responsible for supervision and management of staff; plan, direct, supervise and evaluate the performance; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; write and conduct performance evaluations; arrange for appropriate training and development; ensure employees comply with applicable occupational health and safety standards, department and organizational policies; compliance with all governing laws; seeks support from human resources department and follows generally accepted human resource laws, policies and protocols.
Reliable and predictable attendance and punctuality are considered essential functions of this job.
Employees are expected to be at their work area and ready to work at the scheduled start time to ensure consistent service delivery and operational efficiency.
The primary location of employment for this position is the designated Delta County office with the exception of required duties that are to be performed off site as necessary.
The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file.
Oversees staff scheduling to include consistent 24-hour/day response coverage, seven days a week including weekends and holidays.
Conducts individual and group conferences with staff to provide direction, support, interpretation of rules and regulations, sets unit goals and timelines, provides information on community resources.
Works with supervisors and caseworkers on individual cases, reviewing actions taken, counseling on effective resolution of problems in cases which are difficult for the worker, and promoting professional growth.
Manages the supervisors and support staff to assure coverage and efficiency in caseload handling based on the available skills and knowledge of the assigned worker.
Oversees assignment of cases to staff based on intake and ongoing functions or other specialized assignments.
Monitors workflow and activities to ensure balanced caseloads and makes adjustments as necessary.
Provides guidance and consultation in the accomplishment of day-to-day tasks assigned to the caseworkers.
Identifies training needs, establishes training plan.
Ensures that mandatory training requirements are met, documents training received and that all pertinent training opportunities are utilized by workers.
Reviews cases to ensure that they meet program criteria, that they contain the required reports and paperwork, that investigations are complete and timely, that assessments and treatment plans are appropriate and that all work is completed according to State and local guidelines.
Monitors treatment plans to ensure that they are written appropriate to the family circumstances and that they are being complied with.
Monitors to see that cases are being opened and closed appropriately and timely.
Reviews cases before, during and after the performance of tasks to ensure compliance with applicable laws, rules, regulations and standards of practice.
Ensures that each employee has an up-to date job description and reviews annually.
Establishes individual performance plans and objectives and evaluates based on the achievement of those plans and objectives.
Completes the annual performance appraisal.
Reviews reports on expenditures for foster care and other programs.
Manages the unit with an eye toward cost control with respect to delivery of services and unit resources.
Ensures that all statistical and unit budgetary information is easily accessible to the director and County Commissioners, as well as to the agency accounting department.
Represents the agency in various court proceedings when appropriate.
Oversees foster care and subsidized adoption programs.
Directly supervises and participates in the development of the County’s Core Services plan.
Oversees all programs within that plan involving contractual provision of service.
Directly supervises the County day treatment educational/therapeutic program which is operated by the agency in an off-site location.
Should the Board of County Commissioners or another authorized representative issue a local disaster declaration in Delta County, all Delta County employees may be called upon to serve as disaster service workers.
