About The Position

The position is responsible for managing the operations of the Admissions Office including training and supervision of staff to ensure compliance with HUD rules and regulations as well as the policies and procedures of the Housing Authority.

Requirements

  • A four-year college degree from an accredited institution, required. Education requirement may be waived if applicant has demonstrated competence in the criteria cited and has at least 5 years of experience in the field.
  • 2-3 years of work experience in a public housing setting and a thorough knowledge of federal/state housing regulations, required
  • 3-5 years of senior management experience
  • 3-5 years’ experience in management/supervision, required
  • Working knowledge of federal/state and local policies and regulations specific to admissions for public housing and section 8 programs.
  • Valid driver’s license (Class O) unrestricted except for corrective lenses and automatic transmission, required
  • Possess or have ability to obtain Public Housing Managers Certificate within six months from an accredited agency
  • Ability to maintain confidentiality in all assignments
  • Ability to work harmoniously with other agency personnel
  • Ability to relate to and interact with elderly and family residents in low and moderate income housing settings
  • Ability to be flexible and perform work under time pressure
  • Ability to train and give directions to other (new/experienced) staff
  • Working knowledge of the administrative/ supervisory principles, practices and procedures
  • Working knowledge of the agency’s automated occupancy system
  • Considerable knowledge of federal, state and local laws, regulations, handbooks and other issuances affecting PHA housing programs and operation
  • Working knowledge of PHA policies, procedures and practices relating to public housing
  • Working knowledge of all functions and activities related to housing property management
  • Working knowledge of public relations techniques used in dealing with the general public, as well as various social and governmental agencies
  • Working knowledge of interviewing principles and techniques, with skill in eliciting information quickly and easily and in giving information clearly and concisely
  • Working knowledge of supervisory methods and techniques including evaluation of programs and personnel
  • Ability to analyze operations and develop improvements in performance
  • Ability to represent the PHA at meetings and conferences
  • Ability to work in an office environment
  • Ability to work in public housing environment in all weather conditions (hot, cold, dry, humid, wet)
  • Ability to work 35- hours per week
  • Occasionally, must have the ability to be on-call 24 hours a day, seven days a week including holidays
  • Competency in operating computers, printers and general office equipment

Responsibilities

  • Supervises and coordinates activities of personnel engaged in carrying out admissions functions
  • Management of the Admissions Office including supervision of staff.
  • Reviews workloads, schedules, assignments, status of ongoing work/projects.
  • Assign specific duties to staff for special projects, considering individual knowledge and abilities.
  • Oversee the Reasonable Accommodation process to ensure accurate administration and tracking; Participates in hearings, including presentation of information.
  • Oversee briefing activities for Section 8 and Public Housing programs.
  • Plans, conducts and arranges orientation and training of admissions staff.
  • Responsible for evaluation of staff performance including file auditing.
  • Stay current with all federal, state and local laws, rules and regulations governing admissions into the public housing and Section 8 programs.
  • Plan, organize, administer and coordinate the application process, including reviewing and evaluating the process, operations and standard operating procedures.
  • Develop and update policies and procedures to ensure understanding and compliance with rules and regulations.
  • Plan/develop procedures related to the screening of applicants and the determination of eligibility.
  • Wait list management.
  • Review and evaluate application files to ensure fair determination of eligibility for public housing/Section 8.
  • Conduct information conferences with applicants who have been denied eligibility including appearing at information hearings, presenting relevant information and making decisions relating to the determination of eligibility.
  • Preparation of marketing/advertising materials to promote rental housing programs as well as to educate applicants and partner agencies on the admissions process.
  • Responsible for all reporting relating to admissions, vacancies and other required reports.
  • Work closely with Director to establish goals, objectives and performance measurements of the Admissions Office.
  • Works with other management staff throughout the agency.
  • Other duties as assigned.
