About The Position

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year. There are two Product Specialists that will be utilizing this list to fill the vacancies, one will focus on draw games and the other will focus on instant tickets. The Draw Games Specialist is responsible for coordinating all aspects of the Lottery’s draw and monitor game product portfolio in the Product Development Division (FY24 annual sales approximately $1.7 billion). Responsibilities include, but are not limited to, making recommendations to the Lead Draw Game Product Manager and Director of Product Development regarding research, planning and the completion, control and execution of Lottery draw and monitor game products and promotions for distribution throughout the state of Maryland to maximize sales and revenue results while maintaining high integrity and awareness of responsible gaming initiatives. The instant ticket specialist is responsible for managing the Lottery’s Instant Ticket product pipeline (approximately $1 bllion of annual sales). Primary duties include managing all timelines/schedules/workflows for the instant ticket working paper process, researching industry trends for game planning, reviewing and applying research to games on launch schedule, assisting with prize structure development and review and managing the list of deliverables for every printed game. Reports to Lead Instant Ticket Product Manager and provides instant ticket product plan recommendations, including game concepts, prize structure strategies, second-chance contests and marketable initiatives to Lead based on industry trends and success stories from lotteries of interest. Interacts with all departments and works closely to ensure that the product plan for each fiscal year is properly executed for maximum results. Interacts with various lottery departments and vendors to develop all deliverables needed to execute a new product launch or promotion – this can include Top of Ticket graphics and scheduling, UAT and software testing, developing rules, procedures and legal agreements to execute programs. Managing work flow and contract terms for all applicable contracts. Curate lottery industry relationships to facilitate research and analysis. Writes informational product overviews for all new draw or monitor game products and all draw and monitor game promotions, to distribute to all internal and external stakeholders. Managing instant scratch-off ticket working paper process for over 50 games per fiscal year. This includes collaboration with key personnel from various divisions, as well as primary and secondary instant ticket vendors, assuring that each game is well designed artistically and functionally before execution, while incorporating all tools available: advanced print features, innovations, licenses etc. Interacts with all departments and works closely to ensure that the product plan for each fiscal year is properly executed for maximum results. Managing work flow and contract terms of onsite primary vendor. Review and provide direction for informational claim sheets and presents those documents to appropriate departments to aid with player and retailer education (Tel-Sell).

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Four years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
