About The Position

GENERAL STATEMENT OF DUTIES: To be responsible and accountable for the proper receipt and disbursement of departmental funds and to insure that these funds are used for the purpose for which they are allotted; and to do related work as required. EOHHS is recruiting for an Administrator Financial Management position to join the Medicaid Finance & Policy team. The individual chosen for this role will handle a wide variety of federal reporting and daily accounting activities, including but not limited to the below.

Requirements

  • A thorough knowledge and understanding of the principles and techniques of public administration
  • A thorough knowledge of accounting procedures practiced in state government
  • The ability to prepare, analyze and present departmental budgets and estimates of anticipated expenditures and receipts
  • The ability to identify problems and work interdependently with other staff in the Department, with members of the public and other state departments and federal agencies
  • The ability to supervise the work of a staff engaged in financial management and budget preparation
  • An interest in developing Medicaid financial reporting a subject matter expertise and using this expertise to work collaboratively within EOHHS to train others and increase awareness of federal reporting requirements.
  • Prior experience with Workday financial processes
  • Prior experience in federal reporting, preferably Medicaid reporting.
  • Intermediate or Advanced skills, including PivotTables, VLOOKUP/XLOOKUP, conditional formatting, and data validation.
  • Ability to take initiative on assignments and work both independently and collaboratively with others.
  • Demonstrated ability to produce thorough, accurate reports and meet deadlines.
  • Such as may have been gained through: possession of a Bachelor’s Degree in Business Administration with a major in Accounting and Finance; and Experience: Such as may have been gained through: extensive employment in a responsible administrative position involving budgeting and financial control and federal reporting. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Responsibilities

  • To be responsible and accountable for the proper receipt and disbursement of departmental funds and to assist in the assurance that these funds are used for the purposes for which they are allotted.
  • To be responsible for planning, developing and formulating the departmental budget, including both state and federal resources; and to be responsible for the coordination and preparation of the Capital Development Plan.
  • To be responsible for the preparation of an annual fiscal plan, which enables the allocation of resources in accordance with the Department’s stated goals and objectives.
  • To provide, as appropriate, direction to programs relating to revenue and benefit collection such as parental support, medical benefits, third party payments, etc.
  • To be accountable and responsible for the proper receipt and disbursement of Bond Allocation Funds and to maintain necessary documentation for the use of such funds.
  • To interface with federal funding sources to insure that all eligible federal resources are made available to the Department; to prepare cash estimates and reports of expenditures in order to maintain a positive cash flow in all federal accounts; to be responsible for revisions of cost allocation plans to meet changing federal regulations; to oversee preparation of the Federal Indirect Cost Proposal and to negotiate with federal officials; to be responsible for responses to federal audits.
  • To provide direction in the creation of financial systems and procedures that are beneficial to the Department's administration of its programs.
  • To serve as a fiscal resource to departmental leadership in the decision-making process by providing analyses, data and fiscal judgment.
  • To do related work as required.
  • Assist with the preparation of the CMS-64, a quarterly expenditure report for the Centers for Medicare & Medicaid Services (CMS) detailing Medicaid expenditures.
  • Prepare and maintain supporting financial records
  • Ensure financial data is accurate and compliant with federal Medicaid reporting standards.
  • Proofread various sections of the CMS-64 to ensure accuracy of data entry.
  • Liaison with CMS to help finance team transition to new CMS-64 reporting system. This entails attending training, participating in system testing, and communicating new system requirements, and training other staff members on use of new system.
  • Extract data from CMS-64 reports to respond to requests for expenditure information.
  • Preparation of the CMS-21, a quarterly expenditure report for CMS detailing Centers Children's Health Insurance Program (CHIP) expenditures.
  • Preparation of the CMS-37, a quarterly budget report for CMS detailing projected Medicaid Expenditures.
  • Preparation of budget neutrality reporting for Rhode Island’s 1115 waiver
  • Assist with the preparation of other ad-hoc federal Medicaid reports that may be required by CMS, as well as respond to CMS questions on all reports.
  • Complete Medicaid benefits payments to providers.
  • Prepare, verify, and process payments, ensuring accuracy and compliance with Department of Administration and Treasury financial policies and procedures.
  • Maintain financial documentation for audits/
  • Resolve payment issues
  • Manage deposits, recoveries, and day-to-day Medicaid payment activities (journals, supplier invoices, and cash sale transactions).
  • Assist with monthly, quarterly, and year-end financial reconciliations.
  • Assist with state fiscal close activities, such as creation of accruals and receivables
  • Review and assess existing financial processes and files for automation and modernization opportunities.
  • Modernize financial reporting templates.
  • Identify training opportunities for existing staff on federal financial reporting and develop cross-training materials.
  • Draft standard operating procedures for federal reporting staff.
