About The Position

Interested in joining the team that plans, designs, constructs, and operates more than 2,200 miles of roadway in unincorporated Pima County? We are seeking a highly motivated and skilled Administrative Services Manager II to support the Department of Transportation (DOT) by overseeing the department’s Capital Improvement Program (CIP). This role works closely with Transportation Engineers, Project Managers, Planners, the Finance Department, and DOT leadership. The ideal candidate is self-driven, detail-oriented, and thrives in a fast-paced environment. This position reports to the DOT Planning Engineering Division and focuses on managing all funding aspects of the DOT program. Responsibilities include but are not limited to developing the CIP budget, monitoring project funding, coordinating grants, tracking performance measures, researching contracts and intergovernmental agreements, resolving funding issues such as budget holds and payroll rejections, preparing reports on funding sources, developing departmental policies and objectives, and representing the department’s program initiatives. The position will also support department leadership by reviewing and analyzing high level financial forecasts.

Requirements

  • Bachelor’s degree from an accredited college or university with a major in business or public administration/management, or a closely related field as determined by the department head at the time of recruitment AND three years of experience involving fiscal management, public or business administration or material management INCLUDING two years of supervisory. (Relevant experience and/or education from an accredited college or university may be substituted.)
  • OR: Four years of experience with Pima County as an Administrative Services Manager I or other similar level position as determined by the department head at the time of recruitment.

Nice To Haves

  • Minimum three (3) years experience in capital improvement programs, project development, and delivery.
  • Experience with data and database management including WorkDay, MasterWorks, Amplifund, Maximo, and On-Base.
  • Minimum three (3) years experience in funding sources in the Transportation CIP and the PAG TIP.
  • Minimum five (5) years experience with Excel, Word, MS Project, and PowerPoint.
  • Minimum five (5) years experience in preparing reports and writing letters/memos.

Responsibilities

  • Plans, organizes, directs and manages the administrative services or support functions including, but not limited to, financial and general administrative functions or other assigned support or service functions
  • Oversees and manages the acquisition, storage and distribution of material to support department activities through subordinate work unit supervisors
  • Interprets department policies and procedures and reviews current and proposed new or changed rules, regulations, or related materials for impact to unit, division, department, or a group of departments and presents recommendations to management
  • Oversees and directs training and development of department employees and ensures division/department compliance with mandated training and certifications
  • Coordinates activities and serves with other divisions to meet the needs and goals of the department or group of departments
  • Develops and directs general accounting procedures, payroll, purchasing, inventory control, computer operations, data collection and report preparation
  • Supervises the installation of new or modified financial cost accounting and records management systems
  • Analyzes data and makes recommendations for reducing costs and increasing revenues
  • Reviews grant and contract requests, income management reports and revenue studies
  • Oversees the coordination of accounting and financial records maintenance with the Finance and Management Information Services Departments
  • Develops procedures for and directs personnel hiring, department records management and storage, reproduction, microfilming services and custodial staff
  • Studies and researches administrative and financial problems and recommends solutions
  • Supervises professional staff and work unit supervisors
  • Develops and prepares reports.
