About The Position

The Passenger Vehicle for Hire’s Administrative Officer is responsible for overseeing the Passenger Vehicle for Hire (PVH) team with enforcement of the city’s PVH ordinance. The ordinance applies to over 95 companies and 1800 drivers and vehicle owners that operate taxicabs, limousines, town cars, para-transit vehicles, shuttle vans, and contract vehicles. This position is primarily responsible for overseeing the processing applications for all driver and vehicle permits.

Requirements

  • High School Graduate or equivalent with at least three (3) years of related experience OR Associate degree with one (1) year of related experience.
  • Strong organizational skills
  • Ability to learn and understand city ordinances as it pertains to the program
  • Supervisory principles, practices, techniques and evaluating staff performance
  • Ability to work independently and handle dynamic timelines
  • Ability to come up with proactive solutions and critical thinking
  • Ability to plan, direct and work as a team with colleagues as well as establish effective working relationships with other employees, staff, and the public
  • Excellent verbal and written communication skills, interpersonal and customer service skills, and maintaining a professional attitude/disposition
  • Ability to ride in taxicabs to verify taximeter accuracy

Responsibilities

  • Supervise a small team (approx. 3-4 employees), overseeing vehicle permitting and safety compliance, ensuring adherence to performance and regulatory standards.
  • Conduct performance evaluations and provide ongoing feedback, coaching, training, and disciplinary action to support staff development.
  • Coordinate and schedule appointments for permit applications.
  • Interview applicants and review submissions for completeness and compliance.
  • Perform local background checks and make approval or denial decisions based on documentation.
  • Provide administrative support for monthly board meetings and driver training programs.
  • Represent the department by presenting at public hearings, city council meetings, and safety committees.
  • Conduct vehicle inspections and issue required decals.
  • Audit applications, background checks, and inspection processes to ensure compliance.
  • Prepare and maintain reports related to permitting and safety operations.
  • Perform additional duties as assigned.
  • Maintain flexibility to meet potential shift work requirements.
