About The Position

The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. NCDIT’s mission is to enable trusted business-driven solutions that meet the needs of North Carolinians. NCDIT provides technology services to state agencies and is charged with closing the digital divide by expanding availability of broadband services and promoting the adoption of affordable, high-speed internet. The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work Are you looking for an opportunity to grow your career in a dynamic and service focused environment? We currently have an opening for an Administrative Officer II. The Administrative Officer supports the Division by managing purchasing and procurement activities, including entering requisitions, monitoring their progress through purchase order creation, ensuring internal receiving controls are met, resolving vendor issues, administering supplemental staffing processes, coordinating timely renewals of recurring obligations, and working within the E Procurement system.

Requirements

  • Bachelor's degree from an appropriately accredited institution and three years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.
  • IT positions that support the NC Department of Public Safety must adhere to the United States Department of Justice Final Rule on the "National Standards to Prevent, Detect, and Respond to Prison Rape" under the Prison Rape Elimination Act (PREA) Standards at 28 C.F.R. Part 115 Docket No. OAG-131 RIN 1105-AB34. Refer to Careers in Correction | NC DPS for hiring and promotion prohibition requirements

Nice To Haves

  • Proficiency with contract and procurement systems, including experience entering requisitions, managing contract data, and monitoring purchase activity within statewide procurement platforms
  • Demonstrated ability to support budgeting and financial operations, including preparing budget documents, tracking expenditures, and reconciling financial information related to contracts and vendor payments
  • Strong administrative and policy‑focused skill set, with the ability to coordinate workflows, maintain documentation, and accurately interpret and communicate state procurement and financial policies to internal staff and external vendors

Responsibilities

  • Supports financial management by assisting with budget development, monitoring expenditures, recommending adjustments for biennial planning, and coordinating financial processes with NCFS
  • Oversees annual asset inventory activities to ensure accurate tracking and accountability of organizational resources
  • Provides managerial and analytical support to the CIO on special projects, including vendor spend analysis, payment issue resolution, forecasting future spending needs with technical teams, and maintaining current software and systems maintenance obligations
