About The Position

Performs work accepting and preparing building permits, providing customer support assistance, scheduling and maintaining calendar, preparing meeting materials, completing mailings to landowners, maintaining physical and electronic files and records, and related work as apparent or assigned. Work is performed under the supervision of the Zoning Administrator.

Requirements

  • High School diploma or GED and considerable experience providing administrative support, completing and processing forms and files, conducting customer relations, or equivalent combination of education and experience.
  • Knowledge of the practices policies and procedures of the County and the department to which assigned.
  • Knowledge of English spelling, punctuation, and grammar.
  • Ability to operate computer, use word processing, and spreadsheet software.
  • Ability to work with Microsoft programs, and ability to monitor, update and perform analysis using County databases/programs.
  • Ability to operate a five-line telephone system and other standard office equipment.
  • Maintain supplies inventory.
  • Ability to work without close supervision.
  • Ability to make moderately complex computations rapidly and accurately.
  • Ability to understand and follow moderately complex oral and written instructions.
  • Ability to perform effectively under stressful conditions.
  • Ability to handle inquiries from public in friendly and courteous manner.
  • Ability to make independent decisions concerning the choice of procedures to follow.
  • Ability to maintain complex clerical records and prepare reports from such records.
  • Ability to understand the drainage law in Minnesota Statute.
  • Ability to establish and maintain effective working relationships with co-workers, other County personnel, State departments, clients, and the public.
  • Ability to maintain a regular and timely work attendance.

Nice To Haves

  • One year or more of experience in a public sector/local government office or three years or more of experience in an office setting providing administrative support.
  • Proficient in Microsoft Word and Excel.
  • Great customer service skills.

Responsibilities

  • Assists the general public with inquiries by phone, email, and in person; provides information; directs inquiries to the appropriate resource as needed; assists customers on land use and zoning questions.
  • Schedules and maintains an appointment calendar for Inspectors and zoning personnel.
  • Monitors, maintains, updates, and stores files and permits in a physical and computer filing system for the Department and related Boards and Commissions.
  • Processes and reviews application materials to ensure proper information is submitted; issues licenses, permits, certificates, and receipts.
  • Reviews material for building, sewer and wetland permits to make sure the correct information is submitted.
  • Maintains and updates e-permitting software.
  • Processes and distributes incoming correspondence and mail; responds to routine and non-routine letters.
  • Maintains handouts and educational material for the office.
  • Monitors supplies inventory and orders supplies as needed.
  • Assists with maintaining accurate records of waste hauler licenses, landfill permits, recycling program data, and waste tracking reports.
  • Serve as the initial point of contact for public inquiries regarding solid waste services, recycling programs, and disposal options.
  • Prepares meeting materials for the Drainage Authority and completes necessary mailing to landowners related to drainage ditch projects.
  • Effectively communicates with landowners regarding the process of filling requests for inspections or petitions for repairs/improvements related to county and judicial drainage ditches.
  • Assists with scheduling public hearings and other meetings related to the Drainage Authority.
  • Assists the Zoning Administrator and Deputy Zoning Administrator as assigned.
  • Performs other related duties as assigned.
