About The Position

Business Relationship Manager Performs advanced (senior-level) business relationship management work, acts as the focal point for information technology matters between HHS IT and designated HHSC program Chief area bridging the gap between them and ensuring that the program areas are receiving timely and efficient IT services. The position serves as the strategic interface between IT and one or more HHSC programs to stimulate, surface, and shape business demand for the programs' IT assets and capabilities. This position works with minimal supervision with extensive latitude for the use of initiative and independent judgment.

  • Graduation from an accredited four-year college or university with major coursework in business administration, computer science, management information systems, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis.
  • At least 7-8 years of experience in IT is required.

Nice To Haves

  • Experience in program/portfolio management, IT operational support, software development, IT Governance is preferred.
  • Experience in developing product roadmaps and technology roadmaps is preferred.

Responsibilities

  • Relationship Management and establishment of TRUST: Plays the role of a connector, orchestrator, and navigator between IT and one or more HHSC program areas, communicates regularly with the HHSC Executive Team to provide and receive information on agency-specific needs for system-wide IT services and ensures agency participation in system-wide IT governance and planning activities. Helps build and nurture relationship between IT and HHSC programs; improve program's TRUST on IT; Helps IT to establish efficient processes to support the business areas.
  • Strategic alignment: In coordination with IT, provides assistance to HHSC program Chiefs and Deputy Commissioners, in developing and implementing technology plans. Ensures alignment of HHSC business strategy with the HHS IT technology strategy. Coordinates provision of major information technology services to HHSC programs as outlined in the agreements, policy documents etc. Ensures the programs participate in the HHS System IT governance and planning activities. Involved in developing IT solutions to meet agency business needs.
  • Successful Project delivery: Oversight of the portfolio and major IT projects. Provides project guidance and training to ensure projects are implemented in accordance with applicable federal and state law and IT policies. Directs the development of plans that include stakeholder perspectives and consideration of cost benefits. Develops goals and objectives consistent with the HHS System and agency strategic plans. Supports information collecting and reporting to internal and external entities. Provides status and progress of activities and recommends methods for efficient utilization of resources.
  • Policies and Processes: In consultation with the HHSC Executive Team, provides input to and complies with system-wide IT standards, policies, practices and procedures related to security, application development and maintenance, data center, customer support, system support services, business operations, technology planning, and project management. Communicates decisions and instructions to executive management, data owners and end users to minimize disruption to business operations. Communicates changes to IT policies, procedures and processes.
  • Daily Business Operations: Coordinates with IT divisions and HHSC programs to ensures that daily business needs are met and promotes the use of IT services. Communicates information to prevent gaps between stakeholder awareness and the provision of technology services to HHSC programs by HHS IT, including but not limited to incidents, outages, and issues affecting agency business areas’ IT needs. Disseminates information about technology services and IT services. Identifies and provides agency feedback on IT services received and escalates issues for resolution. Conducts periodic evaluations to determine if objectives are being met and identifies opportunities and need to revise priorities.
