About The Position

The ADAP Manager position manages the daily operations of the HIV Medication Assistance Program (HMAP), providing program oversight and supervising team leads and staff across four HMAP subprograms. This role develops and implements program policies and procedures; monitors program data to track outcomes and improve operational efficiencies; and manages medication purchasing, dispensing, copay and premium assistance processes, and eligibility determinations. Work includes contract management, invoice review and approval, grant writing, grant reporting, and coordinating data management activities in collaboration with the HMAP Director. The ADAP Manager position contributes to strategic program decisions and ensures that program services are delivered accurately, timely, and in compliance with program requirements.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and five (5) years of experience related to the area of assignment OR An equivalent combination of training and experience

  • Documented experience managing daily program operations for a large, multifaceted public health program, including directing workflows for medication purchasing, dispensing, copay and premium assistance, and eligibility determination.
  • Demonstrated proficiency supervising team leads and staff across multiple program subcomponents, providing ongoing oversight, direction, and performance monitoring within a complex operational environment.
  • Advanced skill monitoring and analyzing program data to track outcomes, identify inefficiencies, and recommend process improvements that enhance service delivery and operational accuracy.
  • Professional experience managing and monitoring program contracts, including reviewing and approving invoices and coordinating contract‑related activities with leadership and external partners.
  • Proven experience supporting grant-writing and grant-reporting processes by preparing program documentation, compiling data, and contributing to strategic program decisions.

Responsibilities

  • Manage daily operations of the HIV Medication Assistance Program, ensuring accurate and timely completion of all program functions.
  • Supervise and/or co‑supervise team leads for four HMAP subprograms and additional program staff.
  • Develop, implement, and refine program policies and procedures in coordination with the HMAP Director.
  • Monitor program data regularly to assess outcomes, identify inefficiencies, and support strategic improvements.
  • Oversee medication purchasing with the contracted drug wholesaler and medication dispensing through the contracted pharmacy.
  • Manage copay and premium assistance activities performed by the contracted pharmacy benefits manager.
  • Review and approve eligibility determinations completed by program staff to ensure compliance and accuracy.
  • Share responsibility for managing and monitoring contracts, including reviewing and approving program invoices.
  • Support grant writing and grant reporting activities by compiling program data and preparing required documentation.
  • Brief leadership and contribute to strategic program decisions using detailed analyses of operational workflows and program data.
