About The Position

Modern Technology Solutions, Inc. (MTSI) is seeking an experienced Acquisition Program Manager to support the Collaborative Combat Aircraft (CCA) program. This critical role supports the development, integration, test, and fielding of next-generation unmanned systems designed to enhance future air dominance. The Program Manager will lead full life-cycle execution, coordinate across cross-functional teams, and serve as the primary interface with government customers and industry partners.

Requirements

  • Bachelor's degree in Engineering or Business. (Business candidates must have at least 3 years of experience on engineering-focused DoD programs.)
  • Active TS/SCI clearance.
  • 8+ years of experience managing DoD programs, preferably in aerospace, unmanned systems, autonomy, mission systems, or advanced aircraft development.
  • Experience leading programs through the full life cycle, including requirements, design, development, integration, test, and sustainment.
  • Demonstrated experience with: Earned Value Management (EVM) Risk management and mitigation planning Cost, schedule, and performance management Financial planning (profit, cash flow, revenue, bookings)
  • Strong understanding of engineering, logistics, manufacturing, and system integration processes.
  • Excellent leadership, communication, negotiation, and customer-interface skills.
  • Proficiency with FAR/DFAR, DOORS, RFPs, CDRLs, SOWs, ICDs, CBAs, PPPs, and DoDI 5000.02.

Nice To Haves

  • PMP, DAU Level III, or equivalent Program Management certification.
  • Experience working with unmanned/autonomy-enabled systems or advanced air dominance programs.

Responsibilities

  • Lead day-to-day execution of CCA program activities, ensuring all cost, schedule, technical, and performance objectives are met.
  • Direct and facilitate Integrated Product Teams (IPTs) across requirements, design, integration, test, fielding, and sustainment.
  • Serve as the primary customer interface for program execution, technical reviews, risk discussions, and program status assessments.
  • Prepare for and participate in contract and subcontract negotiations in accordance with FAR/DFAR, company policy, and government regulatory guidance.
  • Allocate and manage budgets for labor, materials, travel, and subcontracted efforts; provide monthly status reports to senior leadership.
  • Lead the development of Bills of Material (BOMs), Basis of Estimates (BOEs), program schedules, and planning documentation.
  • Identify, assess, track, and mitigate program risks; implement corrective action plans as needed to maintain program objectives.
  • Perform Earned Value Management (EVM) analysis, cost/schedule variance analysis, and other program performance assessments.
  • Support proposal development, requirements decomposition, SOW/SSOW generation, and subcontract management.
  • Apply Lean, Six Sigma, and process improvement principles to promote efficiency and continuous improvement.
  • Support and reinforce MTSI's mission, values, and culture across the program team.
