About The Position

POSITION OVERVIEW: SBCC seeks an Acquisition Program Manager (APM) who is passionate about acquiring technology is support of USAF and DoW missions. Job requires a self-actualized, lean forward, bridge-building, creative person, with excellent interpersonal skills and professional knowledge in the field of DoW Acquisition. Our APM will be working hand-in-hand with operators and requirements developers to find, fund, develop, and field innovative solutions for the warfighters. The APM will develop and execute strategies for transitioning competitively selected programs to a fielded state. SBCC supports USG oversight and execution of SBIR/STTR/TACFI/STRATFI processes in the small business arena, but will also work middle tier and large companies in search of customer solutions. The APM will work with SBCC contracting specialists, USG technical points of contact , project managers, and senior leadership to identify solution pathways that minimize "down time", contract delays, and other limitations associated with the acquisition "valley of death". You will support a team that seeks to harvest the best and most interesting solutions the commercial sector has to offer and get those solutions into the hands of the warfighter, fast! Our team of acquisition experts will be leveraging their knowledge and skills and relationships to compress timelines for commercial tech integration. Associated work will occur at both the Wing and MAJCOM levels, and in support of enterprise operations, such as with the Air Force Installation and Mission Support Center (AFIMSC). Ideal candidates will understand the foundational principles of defense acquisition program management, relevant job experience therein, and have experience and knowledge regarding the DoW SIBR/STTR programs and processes. Each PM will be responsible for a portfolio of program activities, ranging from exploratory research and development (R&D) to inform requirements development, technology modification and rapid fielding, strategic planning, and Program of Record (PoR) transition management. SBCC serves to both help the government think differently about the policies and practices surrounding technology development and integration, and to source the best opportunities from nontraditional partners and get them into the hands of those that need them. Activities include senior advisory services, execution strategy development, market analysis and technology scouting, requirements refinement, and acquisition program management support. SBCC is based out of Bossier City, Louisiana, and their primary customer is the United States Air Force.

Requirements

  • Bachelor's Degree with 4 years of additional work experience related to the functional description
  • 4+ years Government acquisition and / or contract acquisition program manager experience.
  • Demonstrate a knowledge of the principles, policies, and practices of Defense or government acquisitions to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
  • Demonstrate knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases
  • U.S. Citizen, Clearance (SECRET or higher)

Nice To Haves

  • Master's Degree: Business Management, Entrepreneurship, Government Policy
  • Any of the following: PMP Certification, DAWIA Certification or APDP (Level 2/3 – in related functional area, or practitioner, or advanced), specialized management or organization change management certifications (e.g. Lean Six Sigma, CPI, Executive Coaching, DevSecOps, etc.)
  • Desired leadership experience in U.S. Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and lifecycle management.
  • Familiarity with DoD Instruction (DoDI) 50002. (Operation of the Defense Acquisition System) and other related DAWIA education.

Responsibilities

  • Work directly with the USG staff to source readily available commercial solutions for application against critical capability requirements
  • Advise the SBCC and USG staff on developing innovative, streamlined pathways to acquire needed capabilities for warfighters
  • Explore commercial solutions for cutting edge technology
  • Enable advancement of the USAF strategic mission set by harnessing the latest technological innovations from the commercial sector, and developing in conjunction with both USG and technology companies, a Technology Roadmap outlining major technical milestones and timelines for maturation.
  • Perform various planning, programming, budgeting, and execution (PPBE) activities associated with assigned programs, or PPBE replacement system
  • Develop and support Defense acquisition strategies for assigned programs, ranging from exploratory R&D, test and evaluation activities, contract strategy development, funding and budget planning, logistics support, and systems engineering.
  • Track requirements, environmental factors, organizations, activities, constraints, risks, and motivations impacting the program
  • Research and understand the established framework, managerial systems, and processes that provide funding and other decisions for the program to proceed.
  • Develop cross-functional USG relationships, and work to align stakeholders in support of program requirements.
  • Assess and report progress of assigned projects or programs.
  • Maintain, evaluate, and update records of schedules, cost estimates and performance supportability metrics.
  • Plan and coordinate activities of logistics, data management and other program -related activities.
  • Support the development of documentation and information management for both pre-and post-award activities to include independent government cost estimates, statements of work, milestone and deliverable schedules, program management review products, etc.
  • Establish task assignments and completion. Ensures quality and productivity standards are maintained while meeting project / client deadlines and budget constraints. Serves as the client liaison on all project matters.
