About The Position

Apogee has an exciting new opportunity for a Senior Acquisition Analyst in support of the Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) Program Executive Office for Maritime (PEO-M). The premier SOF acquirers in PEO Maritime are committed to delivering the highest quality technologically advanced combat diving equipment, surface systems, and undersea platforms globally to Naval Special Warfare operators. This is a full-time opportunity located at MacDill, AFB, FL.

Requirements

Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a TS clearance with SCI Eligibility
Certifications: DAWIA Advanced (formerly Level III) Equivalency in the Program Management, Engineering & Technical Management, or Test & Evaluation fields, or ability to attain within 6 months of hire with approved customer deferral
Education: Bachelor's degree in an acquisition, business, or related field
Years of Experience: 10 years of experience in a minimum of an ACAT III-level DoD Acquisition Program Management
Demonstrated expert-level experience in a DoD program management role in which in-depth knowledge of DoD-level stakeholder engagement in support of major defense systems is required
Demonstrated experience with DoD ACAT I and II program management, contract management strategies, and cradle-to-grave system development
Expert knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System.”
Expert knowledge of project management/scheduling software applications such as MS Project
Experience with task management systems, proficient in building executive-level briefings, and able to apply acquisition experience to formulation and consolidation of official responses to taskers, RFIs, etc.
Knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position; ability to properly apply funding rules associated with the obligation of multiple types of appropriations
Experience with coordination and integration across multiple programs (cross-program/horizontal integration)
Experience in researching, comprehending, assessing, and briefing new technologies, utilizing knowledge of existing capabilities to determine the feasibility of new technologies across a portfolio of capabilities

Nice To Haves

Education and Experience: Master's degree in business or acquisition, and 10 years of experience ina minimum of ACAT II-level DoD Acquisition Program Management
Knowledge of SOF-unique acquisition processes is valued
Experience staffing SAMPs, APBs, and 70-1 documents for projects, combat evaluations, and studies is highly desired
Experience in staffing FM worksheets for AF9 and DD448 funding, spend plan build development, market surveys, and technical evaluations is highly valued

Responsibilities

Provide significant, expert-level acquisition support to government counterparts for PEO-M programs under USSOCOM 70-1.
Develop program documentation to include SOW, PWS, SAMP, APB, ADM, program protection plans, financially focused spend plans, Congressional Briefs, ZBTs/Issues, and oversee DoD 5000, JCIDS/SOFCIDS, and SOF unique processes for technology projects and acquisition programs.
Expertly adjust programmatic support to meet emergencies, changing programs or production requirements within available resources and without sacrificing completeness and accuracy.
Recommend and design strategies to increase the effectiveness and efficiency of acquisition business processes.
Work with organizational managers, budget personnel, logisticians, and engineering authorities to develop and gain approval for proposed projects.
Collect and analyze metrics and requirements from supported organizations.
Provide expert-level support to government counterparts regarding identifying, assessing, developing, and mitigating program risk, including briefing leadership on the status of program risks and recurring risk reports.
Keep program information and files current and organize data to submit to management for decision-making.
Prepare reports and briefings on program status, policies, and procedures to support acquisition program milestones.
Analyze the effectiveness and efficiency of the program; develop recommendations to improve program operations.
Expertly adjust technical support to meet emergencies, changing programs or production requirements within available resources and without sacrificing completeness and accuracy.
Assist in answering data calls and inquiries on program policies and procedures.
Assist in managing program cost, schedule, performance, and risks in accordance with policies and procedures; formulate proposed mitigations as necessary.
Coordinate program information with internal and external stakeholders.
Interpret regulations and directives to determine impact on programs; monitor programs and projects to ensure compliance with policies and procedures.
Identify optimal acquisition strategy; define technical and contractual requirements associated with client needs.
Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in the development of solutions to program issues.
Oversee the allocation of resources based on program requirements.
Draft fiscal year spend plans to meet OSD goals.
Draft required program documentation based on ACAT-level designation.
