GRADE 15 LOCATION OF POSITION Maryland Department of Human Services Budget and Finance 25 S. Charles Street Baltimore, MD 21201 Main Purpose of Job This position processes various types of invoices including but not limited to direct pay voucher, payments against purchase orders and interdepartmental payments. Additionally, the incumbent may audit and process employee, board member and volunteer travel advance and expense vouchers. This position may prepare salary advance or travel advance checks. Ensures that all invoices and travel vouchers received are processed accurately and in a timely manner. This position may also be responsible for the reconciliation of the working fund. This classification may be responsible for ensuring bank deposits and accruals are accurate and made in a timely manner. The employee may review the work of others and provide corrections where necessary.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Three years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Nice To Haves

  • One year of experience reviewing, verifying, recording, adjusting and balancing financial transactions.
  • One year of experience with Accounts Payable within the State of Maryland.
  • One year of experience with Financial Management Information System (FMIS).

Responsibilities

  • The position verifies data on requests for payment is accurate and the payment has not been previously made.
  • Prepare all salary advances, settlement checks, travel advances, account reconciliation or working fund checks when requested by a supervisor or manager.
  • Performs secondary review of advance requests, expense vouchers, deposits, invoices and check issuances to ensure accuracy of information.
  • Maintains the automated working fund database, recording daily receipts and disbursements.
  • This position must be knowledgeable of DHS/State of Maryland accounting and administrative policies and procedures affecting the accrual process.
