About The Position

Responsible for managing the accounting functions of the organization ensuring compliance with Indiana State Board of Accounts rules, State Library guidelines, federal and state laws. Including record keeping, tracking and reporting for all funds and advising the CEO on financial matters.

Requirements

  • Associate’s degree or higher in Accounting, General Business, and similar work experience of two years; or
  • Specialized training in government or fund accounting and similar work experience of two years.
  • Ability to organize multiple tasks and projects to meet deadlines.
  • Proficiency with computers, the internet, Microsoft Office, email, accounting software systems, library specific software, and standard office equipment. Ability to learn new technologies.
  • Cash handling experience using a cash drawer, register, and credit card machine.
  • Valid Indiana Driver’s License.

Responsibilities

  • Monitors fiscal activities to ensure compliance with local, state and federal guidelines, rules, regulations, and policies; manages accounting related internal controls to ensure compliance with State Board of Accounts guidelines.
  • Maintain accounting records for all funds, including receipts, disbursements, and tax settlements; monitors Library’s cash flow on a regular basis.
  • Post and reconcile accounts payable and receivable, and prepares claims and checks.
  • Exhibit strong, consistent leadership and decision-making while operating a public facility during both good and unpredictable times.
  • At the discretion of the Library Board of Trustees, may serve as Treasurer of the Library.
  • Prepare various accounting reports, records, and claims to the CEO and Board of Trustees for review and authorization; provides financial information about the library investments and bank statements.
  • Required to attend monthly Board of Trustees meeting.
  • Provide reports and records to CEO for budget preparation.
  • Ensure service delivered and contract terms were met before proceeding with payment of services.
  • Balance accounts, reconcile bank account statements; investigate deposit and bank statement discrepancies.
  • Maintain capital assets ledger, depreciation schedules, and inventory of capital assets according to established schedule.
  • Manage and monitor contract compliance workflows by tracking terms, renewal dates, deliverables, and fulfillment requirements for service contracts, ensuring timely follow-up and accurate documentation.
  • Manage accounting related internal controls.
  • Upload monthly and annual documents to state governmental reporting site in compliance with State Board of Accounts guidelines.
  • Assist with review of Library insurance coverages.
  • Perform year end closing procedures; complete annual reports to State Board of Accounts and other reports as needed. Process and issue 1099’s according to IRS guidelines.
  • Serves as a member of the Leadership Team in strategic planning, organizational development, and management issues.
  • Lead and prepare for audit proceedings; coordinates records retention schedules and processes.
  • Supervises 1 FTE.
  • Serve as back-up for Purchasing Agent.
  • Serve as back-up for processing of payroll and making retirement plan payments. Audits payroll preview and retirement plan payments according to internal controls.
  • Performs light cleaning and janitorial tasks. Monitors and reports more complex issues with cleaning, mechanical systems, and building issues.
  • Apply Library policies consistently with all customers, staff, and vendors.
