About The Position

The Arkansas Securities Department, a Division of the Department of Commerce, is responsible for the regulation of the Securities Industry, Money Services (money transmitters and currency exchangers), and the Non-depository Mortgage Loan Industry. The Arkansas Securities Department main office is located in Little Rock, Arkansas. This position supports all agency fiscal related activities, such as budget, accounts payable, accounts receivable, procurement, assets, contracts, grants management, internal audit, cost allocation, year-end financial reporting, risk assessment etc. The Accounting Supervisor/Expert is responsible for overseeing day-to-day accounting operations and ensuring the accuracy and integrity of financial transactions. This position requires a strong understanding of accounting principles and financial regulations, as well as the ability to lead, mentor, and support accounting teams. The successful candidate will be responsible for supervising accounting staff, coordinating complex accounting functions, and ensuring compliance with state financial policies. The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts.

Requirements

  • A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field from an accredited college or university, plus 4 years of accounting experience.
  • Advanced knowledge of accounting principles, practices, and financial reporting.
  • Strong experience in budgeting, managing financial reports, and analyzing financial data.
  • Knowledge of state, federal, and departmental financial regulations and standards.
  • Ability to analyze complex financial data, resolve discrepancies, and develop actionable recommendations.
  • Advanced proficiency in accounting software (e.g., PeopleSoft, Oracle, QuickBooks) and Microsoft Excel (including pivot tables, formulas, and financial models).

Nice To Haves

  • Bachelors Degree in Accounting
  • Five or more years of state government experience in fiscal related areas such as budget, accounts payable, accounts receivable, procurement, assets, contracts, grants management, internal audit, cost allocation, year-end financial reporting, risk assessment etc.
  • One or more years of experience supervising the work of others.
  • Experience preparing and presenting financial reports
  • Experience using AASIS (Arkansas Administrative Statewide Information System)
  • Experience using PBAS (Planning, Budgeting and Administrative System)
  • Experience preparing the Annual Comprehensive Financial Report (ACFR)
  • Experience with managing general office operations, including a wide range of administrative activities that support the efficient functioning of an office environment (such as scheduling, travel administration, front desk administration, etc.)

Responsibilities

  • Lead and supervise a team of accountants, ensuring their work is completed accurately, on time, and in compliance with state regulations.
  • Conduct performance evaluations for accounting staff, providing feedback and identifying areas for improvement and professional growth.
  • Review and approve financial reports, ensuring they are accurate, complete, and comply with applicable accounting standards and regulations.
  • Oversee the preparation of monthly, quarterly, and annual financial statements, providing insights and recommendations to management.
  • Ensure that all accounting activities comply with applicable state, federal, and departmental regulations.
  • Coordinate the preparation for internal and external audits, providing necessary documentation and information as required.
  • Manage and review complex financial transactions, ensuring accuracy and compliance with accounting policies.
