This position supports the City’s financial operations through accounting functions such as financial reporting, general ledger maintenance, budgeting, compliance tracking, and analysis. Depending on experience level (Accountant or Senior Accountant), duties may also include grant reporting, fixed asset tracking, project accounting, audit support, and financial statement preparation, in accordance with GAAP, GASB, and City policies. Essential duties and responsibilities may include, but are not limited to, the following: General (Both Levels): Prepares and posts journal entries, reviews for inconsistencies and irregularities. Participates in monthly, quarterly, and annual financial reporting processes. Assists in the preparation of the City’s Comprehensive/Annual Comprehensive Financial Report (CAFR/ACFR). Supports budget preparation and compliance, including preparing schedules, notes, and financial worksheets. Reconciles general ledger accounts; identifies and resolves discrepancies. Ensures accuracy of daily accounting transactions, including revenue, expenditure, assets, and liability entries. Maintains financial security by adhering to internal accounting controls. Specific to Accountant: Supports credit card reconciliation and serves as backup administrator for expense reporting software. Assists with training staff on the Workday (Sutiexpense) system for credit cards and reimbursements. Tracks and reconciles impact fee revenue to ensure state law compliance. Participates in the year-end audit process by preparing accruals and supporting documentation. Aids departments with procedural and financial system guidance. Specific to Senior Accountant: Monitors and reports on CIP (Capital Improvement Projects), grants, special districts, and economic development projects. Tracks and records fixed assets and capital projects, including useful life allocation. Prepares and analyzes monthly and quarterly financial and statistical reports for management. Provides recommendations to improve accounting procedures and accountability. Leads or supports assigned fund accounting, including 4A/4B entities. Participates in grant compliance reporting and special project accounting.

Requirements

  • Accountant: Bachelor’s degree in Accounting (or related field with coursework in Accounting).
  • At least one (1) year of experience in an accounting or financial environment.
  • Senior Accountant: Bachelor’s degree in Accounting, Finance, Business, or related field.
  • At least five (5) years of accounting experience; governmental accounting preferred.
  • GAAP and GASB (required for Senior Accountant; preferred for Accountant).
  • Fund accounting and governmental budgeting practices.
  • Financial systems, internal controls, and audit procedures.
  • Financial report preparation and data analysis.
  • Use of spreadsheets, financial software, and ERP systems (Workday or similar).
  • Communicating clearly and effectively both verbally and in writing.
  • Reading and interpreting financial reports and technical materials.
  • Applying accounting formulas and reconciling discrepancies.
  • Establishing and maintaining collaborative working relationships.
  • Valid Class "C" Texas driver’s license required.
  • Out-of-state license holders must have a valid license and provide a three-year driving history.
  • If the incumbent does not have prior experience in governmental accounting, completion of a governmental accounting course (e.g., GFOA certification) is required within six (6) months of hire.
  • Senior Accountant Additional Knowledge: IRS regulations, capital assets, fixed asset tracking.
  • 4A & 4B economic development entities.
  • Advanced knowledge of projects and grant accounting.

Nice To Haves

  • Governmental accounting coursework or experience preferred.
  • Experience with grant reporting and financial statement preparation preferred.
  • Audit experience and knowledge of capital project accounting are a plus.
  • City and State laws and policies related to finance (preferred).
