About The Position

Performs complex accounting work. Work involves preparing financial statements, records, documents, and reports; and providing guidance to others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Accounting, Finance, or a related field preferred. Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Five years full-time, wage-earning accounting or financial operations experience.
  • Five years full-time, wage-earning experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems.
  • Knowledge of finance administration and fiscal accounting.
  • Knowledge of governmental accounting and budget control methods pertaining to fiscal operations.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill to review technical data and prepare technical reports.
  • Skill to analyze, consolidate, and interpret financial data.
  • Skill to research and resolve discrepancies and inquiries.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Skill to provide guidance to others.

Responsibilities

  • Assists in planning, organizing, and directing fiscal activities to include accounting, budgeting, and purchasing; develops procedures and regulations to control the disbursement of allocated funds; and analyzes and recommends improvements and revisions to the accounting system and accompanying procedures.
  • Assists in the development and implementation of internal audit and control procedures to ensure compliance with agency policies, plans, and procedures and state and federal statutes; and coordinates and prepares complex correspondence and reports for monitoring and reporting program financial information.
  • Prepares monthly and annual operating statements, financial statements, vouchers, and reports to include analytical and summary reports; reviews and approves invoices; and oversees and prepares annual operating budgets and reviews expenditures to ensure that budget limits are not exceeded.
  • Provides liaison with departments of the agency, vendors, other state agencies, organizations, and the public.
  • Provides technical assistance and guidance to program staff on accounting operations, procedures, and maintenance of records.
  • Confers with staff and contractors on data entry procedures and payment problems; and prepares and conducts training for staff and contractors in the use of an automated financial information system, electronic receipt of invoices, and the reconciliation and preparation of purchase vouchers.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
