About The Position

The North Carolina Department of Natural and Cultural Resources (DNCR) manages over 100 locations across the state, including 27 historic sites, seven history museums, two art museums, five science museums, four aquariums, 35 state parks, four recreation areas, dozens of state trails and natural areas, the North Carolina Zoo, the State Library, the State Archives, the N.C. Arts Council, the African American Heritage Commission, the American Indian Heritage Commission, the State Historic Preservation Office, the Office of State Archaeology, the Highway Historical Markers program, the N.C. Land and Water Fund, and the Natural Heritage Program. The Department’s vision is to be the leader in using the state's natural and cultural resources to build the social, cultural, educational, and economic future of North Carolina. The DNCR Budget and Finance Division is seeking an experienced Accountant III to join their dynamic leadership team. This role independently performs technical work involving the recording, maintenance, and reporting of federal financial data, and runs financial reports to analyze data for accuracy and reconciliation of data and information.

Requirements

  • Bachelor's degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework
  • four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting, financial statements and reports
  • equivalent combination of education and experience.

Nice To Haves

  • Experience with the North Carolina Financial System (NCFS)
  • Experience with managing funds from federal grants
  • Experience with the Single Audit package and other federal fiscal year-end reporting
  • Experience using the Integrated Budget Information System (IBIS)
  • Understanding and experience using the BD701 reports

Responsibilities

  • Analyzes various NCFS financial reports to oversee the expenditures and revenues of twenty-five federal grants totaling almost $470 million.
  • Initiates/requests federal drawdowns using various federal systems.
  • Ensures necessary federal grant funds are received by fiscal year end so that receipts and expenditures balance.
  • Re-align federal authorized budgets in the IBIS system
  • Reclass federal expenditures/revenues in NCFS.
