About The Position

This position is responsible for assisting the Grants Manager in all grant financial reporting, which includes recording, classifying, summarizing and interpreting the results of the financial positions of all federal, state, and local financial assistance programs/grants; reviews and answers questions pertaining to grants and grant funds requested by all grant users; obtains reasonable assurance that the City of Amarillo in all material respects, is in compliance with laws and regulations including those pertaining to financial reports; and submits claims for reimbursements.

Requirements

  • A Bachelor’s degree in Accounting, Finance or related field is required.
  • Two years of accounting experience in a financial area utilizing accounting principles is required.
  • A valid Texas Driver’s License is required.
  • Knowledge of generally accepted accounting principles and practices including governmental finance and accounting.
  • Strong computer skills using Word, Excel, and other accounting software for word processing and accounting purposes.
  • Ability to learn new software and improve processes with existing software.
  • Ability to prepare financial and accounting records
  • Ability to analyze, consolidate, and interpret accounting data
  • Ability to compile, organize, interpret, and communicate accounting data and results concisely
  • Skill in completing assignments accurately and with attention to detail
  • Ability to review work for accuracy
  • Ability to work under pressure and meet close deadlines
  • Ability to handle difficult and stressful situations with professional composure
  • Ability to understand and follow instructions

  • The employee is required to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The employee must also walk, stand, sit, hear, reach, speak, see, and talk. Also requires the ability to make rational decisions and perform repetitive motions.

Nice To Haves

  • A Master’s degree in Public Administration, Business Administration or related field and three years experience in accounting is preferred.
  • A CPA is preferred.
  • Experience in governmental accounting and/or grant accounting desirable.

Responsibilities

  • Prepares monthly billings of grants for reimbursement of expenditures.
  • Prepares journal entries on each grant for monthly adjustments and apportionment of charges.
  • Requests federal funds on the letter of credit or electronic funds transfer for grants.
  • Prepares monthly adjustments for indirect costs in relation to grants.
  • Prepares quarterly and annual financial status reports for the state and local grants.
  • Prepares quarterly and annual federal cash transaction reports and financial status reports on federal grants.
  • Prepares deposit receipts for grant funds received.
  • Reviews and approves grant related payment vouchers.
  • Assists in preparing the Schedule of Expenditures of Federal Awards and Schedule of Expenditures of State Awards annually for the Single Audit report.
  • Assists Grants Manager and external auditors in year-end audit and in preparation of the Single Audit report.
  • Assists in facilitation of audits of grants/contracts by federal or state agencies.
  • Files billings and financial reports in a timely and accurate manner per the terms of each individual contract.
  • Develops a good working relationship with all department heads or other employees managing grant programs and provide them any supplemental information or schedules necessary to help them perform their jobs in an efficient manner.
  • Assists with financial issues, questions, interpretations and direction associated with federal, state and local financial assistance programs/grants.
  • Maintains well-organized electronic and paper files and other documentation, accounting records and financial audit trails in compliance with federal, state and local grant requirements and for ease of retrieval by management as needed.
  • Researches grant management systems and partners with all stakeholders to develop and implement systems for enhancing overall administration and management of federal state and local financial assistance programs/grants.
  • Performs other job-related duties as assigned.
