WIC is the Supplemental Food Program for Women, Infants and Children. The Alachua WIC Program covers a 10-county area. This is a high-level position that provides logistical support to the WIC program. The Accountant II serves as the purchasing agent and provides accounting, auditing, invoicing, payment and budgetary support functions for the WIC project and other agreements. The incumbent must possess the necessary knowledge, skills, and abilities to be able to meet the core competencies regarding budget responsibilities and the computer skills to navigate the budget. Assists in the preparation of the program's annual operating budgets and agreements that impact the budgets. Monitors budget performance of various contracts and agreements in established financial systems. The incumbent in this position is required to satisfactorily complete the following trainings in TRAIN at least 30 days prior to the beginning of each annual budget cycle established in the RPI process: FDOH FIRS-Our People, FDOH FIRS-Fiscal Reports and FDOH FIRS-Budget Module L4. The incumbent will serve as a Level 4 Budget Manager to include the preparation and monitoring of annual budget for assigned program area. This will require reviewing and monitoring of OCA budgets and EAR completion all WIC employees. The incumbent is required to review assigned program budgets and OCA balances monthly and at a minimum meet with the CHO Business Office quarterly to make any necessary budget adjustments. Maintains and balances payroll records for WIC staff. Reconciles and maintains fiscal records for agency staff. Prepares the WIC and Breastfeeding Peer Counselor (BPC) monthly reports of program operations. Interacts with appropriate fiscal personnel in performance of daily responsibilities. Assures WIC staff meets all deadlines for submission of reports, vouchers, and other documents. Processes purchases orders, manages lease agreements and any other related purchases and expenses for the program. Trains purchasing requestors in the correct procedures, rules, and laws of purchasing. Serves as contact person for the department purchasing needs and helps assure timely processing of paperwork related to purchases and payments. The incumbent works with vendors, related to purchases and price quotes and handles all requisitions and purchases for the Agency. Office and lab supply inventory and management. Order and maintains printed materials. Serve as WIC fleet coordinator. Coordination of training for fuel card usage and managing car maintenance, monthly vehicle logs reports, and staff paperwork. Manages additions, deletions, updates, and changes to Asset Management System for WIC property. Provide budgetary and purchasing support to the Florida Healthy Babies program. Responsible for securing the designated information sets for the purpose of protecting confidentiality, data integrity and appropriate access for all information both confidential and public record, which is stored in hard copy or electronic formats. Completes EARS and timesheets on a weekly basis and completes certification. Completes mandatory meetings and trainings as designated by State, Federal, WIC, and local authority by deadline assigned. Performs all other duties as required.
