About The Position

This position is responsible for providing leadership, direction, and administrative oversight for all Broome County 4-H Programs and Events, including Agriculture and Livestock initiatives. The role includes delivering subject matter expertise to guide the development of educational strategies including the 4-H Livestock Program, 4-H clubs and events, and managing 4-H staff. This role works with the Executive and Associate Director to secure funding support and to develop educational events that align with the 4-H mission and vision. This position will be responsible for working with and providing oversight of 4-H volunteers and clubs. This position will be responsible for planning and implementation of the Broome County Fair and 4-H youth attending State Fair. This position will represent Cornell Cooperative Extension to the general public, community leaders, and government officials in a professional manner. The hourly rate for this position is $28.00. Requirements

Master’s Degree.
Two (2) years volunteer or related work experience.
Valid NYS Driver’s License and the ability to meet travel requirements associated with this position.
Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Nice To Haves

Six (6) years as a Cooperative Extension educator or equivalent professional experience in teaching or education in an academic or business setting.
Additional training in animal science production, agricultural engineering, or adult education.
Agricultural background, agri-business or farm experience, computer education and /or computer experience.
Experience with administrative tasks, including coordinating events.
Demonstrated ability to prioritize tasks and meet deadlines.
Demonstrated ability to plan, teach and evaluate informal educational programs through a variety of delivery methods to reach individuals and groups.
Demonstrated ability to relate to diverse audiences.
Demonstrated ability to work with youth and adults, including volunteers.

Responsibilities

Apply subject matter knowledge to develop educational strategies in the agriculture, 4-H, and livestock areas.
Create innovative educational programs in the agriculture, 4-H and Livestock areas.
Develop/create program materials to address the needs of the program and program participants in the 4-H and Livestock program areas.
Ensure that program development and program structure are within both the Association and the state-wide Plan of Work and that they meet the diverse needs of program participants.
Assist in multidisciplinary team efforts to develop programs that address identified priority areas.
Maintain direct connection with Cornell University faculty, statewide 4-H, and other Land Grant Universities as appropriate, for guidance in program development.
Apply in-depth subject matter expertise to create lesson plans to deliver educational program for both non-formal and within formal educational settings.
Teach the existing Livestock educational programs for both non-formal and within formal educational settings.
Foster acceptance of programs, methods and policies to address community and individual needs and consider diverse audiences.
Provide educational program efforts via mass media.
Serve as subject matter expert in Livestock and 4-H program area.
Represent Cornell Cooperative Extension before the public, community leaders, government officials, Cornell University, and other Land Grant Universities as part of program delivery.
Be involved in multidisciplinary team efforts as appropriate to deliver programming.
Maintain direct linkage with Cornell University faculty, statewide 4-H, program units and other Land Grant Universities as appropriate for program delivery guidance.
Utilize a variety of proven educational methodologies in program delivery.
Ensure program delivery is within the scope of the statewide Plan of Work.
Implement program evaluation as defined.
Assist in the interaction with various constituencies to obtain their evaluation of programs.
Support the planning of 4-H and Livestock educational program offerings.
Interpret Association and University program direction and planning of educational programs.
Plan program delivery (including structure of delivery, utilizing multiple delivery methods) for 4-H and Livestock program goals.
Oversee 4-H leaders and clubs and attend meetings to ensure compliance.
Anticipate and project expenses to develop program area budgets.
Provide oversight and management of the Broome County Fair and 4-H youth attending State Fair.
Propose budgets based on established financial guidelines and procedures for the 4-H Program Areas.
Allocate the 4-H financial resources in accordance with established/approved program area budget.
Plan effective strategic funding efforts (including providing direction and leadership for fundraising effort and securing grant funding to continue and/or expand program offerings).
Provide complex administrative tasks in the planning of effective strategic marketing efforts.
Assist in the development or enhancement of expanding relationships with appropriate agencies, organizations, industries and community leaders for the purposes of programming efforts.
Make recommendations for the development of staffing plans for the 4-H Program Areas that support all educational programming efforts.
Provide moderately complex administrative management in problem solving and conflict management that arise in the operation of the 4-H Program area.
Utilize policies and procedures to facilitate the management of the 4-H Program area.
Review funding opportunities and grant proposals for the 4-H program area.
Monitor income and expenses to ensure the spending is within established budget constraints.
Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to designate staff and oversight to volunteers in accordance with established policies, procedures and protocol, and provide regular staffing updates to the Executive and Associate Director as required.
Provide trainings for 4-H volunteers and Club leaders to ensure compliance with 4-H mission and goals.
Coordinate and support Program Area Advisory Committees for 4-H as well as Regional 4-H teams.
Coordinate grant writing and fundraising efforts as appropriate/as identified.
Maintain existing community partnerships and collaborations to help foster program support and program efforts.
Coordinate with various agencies for meetings and events, including but not limited to; media events, County Fair, and State Fair.
Support coordination of various 4-H events with the 4-H Coordinator including County and State Fair, Public Presentations, Annual Meetings, Auctions, Achievement Night, Open Houses, and Livestock Programs.
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
Support the Association to maintain a safe working environment.
Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.
