About The Position

The Office of Youth Opportunities (OYO), within the City of Charlotte’s Housing & Neighborhood Services Department, is a recognized leader in connecting youth and young adults to career experiences, skill development, and leadership pathways that support long-term economic mobility. The HNS Youth Programs Manager provides strategic and operational leadership for youth employment and engagement initiatives within OYO. This role oversees youth career experience and workforce readiness programs, supervises staff, builds cross-sector partnerships, and ensures alignment with City priorities, workforce development strategies, and equity goals.

  • Proficiency in Microsoft Office Suite
  • High school diploma or equivalent and seven (7) years of relevant work experience; OR Associate’s degree and five (5) years of relevant work experience; OR Bachelor’s degree and three (3) years of relevant work experience; OR Master’s degree and one (1) year of relevant work experience

Nice To Haves

  • Previous experience or coursework in workforce development, career services, talent development, human resources, public administration, business management, or a related field
  • Experience working with youth or young adults in employment, training, or career readiness settings
  • Bilingual (Spanish/English) preferred
  • Knowledge of Microsoft Office required.

Responsibilities

  • Provide day-to-day management and strategic oversight of youth employment and engagement initiatives within the Office of Youth Opportunities.
  • Oversee the planning, administration, and continuous improvement of youth career experience and workforce readiness programs, including the Mayor’s Youth Employment Program (MYEP) and Job & Career Readiness Training, incorporating career exploration activities.
  • Supervise, coach, and develop professional staff, including workplan development, assignment of work, performance management, and recruitment support.
  • Develop and implement a youth career experiences strategy aligned with City priorities, labor market trends, and workforce development goals.
  • Build and maintain cross-sector partnerships with employers, educational institutions, nonprofit organizations, and community stakeholders to expand youth employment pipelines and promote youth civic engagement and leadership development.
  • Collaborate with city of Charlotte workforce development partners to integrate youth career exploration, training, and employer engagement into broader economic strategies.
  • Use data, tools, and performance metrics to monitor outcomes, inform decision-making, and drive continuous improvement, while representing OYO and Housing & Neighborhood Services in cross-departmental initiatives and presentations.
