About The Position

The Workforce Planner is responsible for coordinating, tracking, and optimizing the allocation of personnel across all functional departments supporting active capital projects. This role serves as the central interface between Project Controls and Department Managers to ensure projects are staffed with the right resources at the right time while maintaining visibility into capacity, utilization, and future demand. This is a data-driven, coordination-focused role ideal for a technically capable early-career professional seeking exposure to large capital project execution.

Requirements

  • Bachelor’s or Associates degree in one of the following or similar: Finance Business Administration Supply Chain Management Information Systems (MIS) Information Management Computer Science Industrial Engineering Or related analytical discipline
  • 0–3 years of experience (new or recent graduates encouraged)
  • Strong proficiency in Excel (pivot tables, formulas, lookups, data analysis)
  • Comfortable working with databases, dashboards, or project management systems
  • Ability to learn scheduling and cost control tools (Primavera P6, Power BI, ERP systems, etc.)
  • Strong data organization and reporting skills
  • Highly organized with strong attention to detail
  • Able to coordinate across multiple departments and priorities
  • Analytical and process-oriented
  • Strong communication and follow-up skills
  • Comfortable working in a fast-paced, project-driven environment

Nice To Haves

  • Internship or co-op experience in operations, project management, analytics, or business systems is a plus

Responsibilities

  • Serve as the primary resource coordination point between Project Controls and functional departments including: Safety Quality Project Management Engineering Procurement Construction Startup & Commissioning Project Controls (Estimating, Scheduling, Cost) Finance & Accounting
  • Maintain a centralized resource demand and allocation model for all active and upcoming projects.
  • Collect and validate manpower requests from Project Managers and discipline leads.
  • Coordinate with Department Managers to confirm availability, skill sets, and deployment timing.
  • Track staffing vs. project budgets and schedules to identify over- or under-utilization.
  • Develop and maintain staffing forecasts based on project schedules, cost profiles, and execution plans.
  • Support hiring, onboarding, and contractor planning by identifying upcoming resource gaps.
  • Create and maintain dashboards and reports for leadership showing: Headcount by discipline and project Capacity vs. demand Utilization trends Future staffing risks
  • Work closely with Project Controls Cost and Scheduling to align staffing plans with project baselines.
  • Improve and automate resource tracking tools using Excel, databases, or project controls systems.
