About The Position

Join HealthPartners in a transformative, system-wide role as the Workforce Planning Program Manager within our Human Resources team. This newly created position offers a unique opportunity for a seasoned professional to bring their expertise and knowledge to develop our workforce planning process, tools, and framework. Reporting to the Director of Recruitment & Workforce Planning, you will play a key role as a strategic individual contributor. In this role, you will be pivotal in designing, executing, and governing workforce planning processes and tools. Your efforts will ensure that HealthPartners has the right people in the right roles at the right time to meet our business goals. This is a remarkable opportunity to leverage your extensive experience to build a comprehensive workforce planning framework from the ground up. As the enterprise lead for strategic workforce planning, you will drive proactive, data-informed workforce strategies through strong cross-functional collaboration. Additionally, you will partner with peers across the HealthPartners Institute and Recruitment to identify and secure funding opportunities, including grants, sponsorships, and external partnerships, to support and expand workforce development initiatives. Requirements

  • Bachelor’s degree in human resources, business, or related field or an equivalent combination of education and/or experience
  • Five (5) years of experience in workforce planning, HR / corporate strategy, consulting, analytics, or related field
  • Two (2) years of experience in a strategic program-building role
  • Strong analytical skills with experience in forecasting, modeling, and workforce analytics tools
  • Proven ability to influence senior leaders and facilitate cross-functional collaboration.
  • Excellent communication and presentation skills, with the ability to translate complex data into actionable insights.
  • Demonstrated success in building or significantly enhancing a workforce planning program or similar initiative.
  • Demonstrated analytical and strategic thinking, with experience anticipating future workforce needs and translating workforce strategy into clear, actionable plans.
  • Proven ability to analyze workforce trends, identify patterns, risks, and opportunities that inform decision making.
  • Experience connecting workforce insights to broader organizational strategy, operational needs, and talent acquisition plans.
  • History of building strong partnerships within interdisciplinary and cross functional teams.
  • Strong influencing skills, including experience shaping decisions through data-driven insights and compelling storytelling.
  • Experience building consultative relationships and serving as a trusted advisor to leaders and stakeholders.
  • Proven ability to execute effectively, establish clear and repeatable processes, drive accountability, and deliver measurable results.
  • Hands‑on experience aligning workforce planning with business strategy, financial planning, and operational goals.
  • Experience working with HRIS platforms and workforce analytics tools to generate insights and support planning efforts.
  • Demonstrated project management and stakeholder facilitation experience, managing priorities and collaborating across multiple audiences.

Responsibilities

  • Strategic workforce planning & execution
  • Develop and drive system-wide workforce planning strategies aligned with organizational goals.
  • Analyze short-term and long-term workforce needs across HealthPartners.
  • Lead annual and multi-year workforce planning cycles.
  • Partners with operational and clinical leadership to proactively address workforce risks, including talent shortages, skill gaps, and regulatory changes.
  • Stakeholder engagement & collaboration
  • Build strong relationships with senior leaders in human resources, the Institute, finance, clinical operations, and other key departments to align workforce plans with organizational priorities.
  • Facilitate collaborative workforce planning sessions with business and HR leader(s) ensuring operational input and accountability.
  • Serve as a key liaison between HR and operational leaders to bridge workforce strategy with clinical and operational needs.
  • Partners with key internal stakeholders in recruiting & total rewards in addition to external partners for labor market analysis and benchmarking where applicable.
  • Collaborate with external partners such as community organizations and learning institutions to build pipelines and workforce support or career pathway programs.
  • Program management & governance
  • Develop and oversee consistent workforce planning processes, templates, and tools.
  • Partner with recruiting, HealthPartners Institute, HR business partners, and business leaders on the development of “workforce of the future” programs such as youth and post-secondary career exploration programs.
  • Partner with recruiting and business leaders in the development of career pathway programs such as apprenticeships, internships, etc.
  • Identify and pursue external funding opportunities, such as federal/state grants, partnerships, sponsorships, to support workforce planning and pipeline development efforts.
  • Develop business cases and budget proposals for workforce planning initiatives; collaborate with Finance, HR, HealthPartners Institute, and business leaders to secure resources.
  • Manage grant reporting requirements, ensuring compliance with funder expectations and alignment with organizational workforce goals.
  • Identify and lead process improvements to increase the effectiveness, efficiency, and impact of workforce planning initiatives.
  • Workforce analytics & reporting
  • Utilize workforce data – such as turnover, time to fill, market trends – to guide strategic recommendations.
  • Develop and maintain workforce dashboards and reporting tools that provide leaders with actionable insights.
  • Leverage predictive analytics to anticipate workforce gaps, optimize staffing models, and support scenario planning.
