About The Position

The Workforce Development Navigator (WDN) reports to the Program Coordinator of the Youth Employment Initiative and is embedded within the County of Los Angeles Probation Department Youth Detention Facility (YDF). The WDN serves as the primary point of contact for identifying, engaging, and supporting justice-involved youth with diverse abilities. The position combines youth engagement, case management, and workforce development responsibilities to guide each participant toward education, training, and employment. The WDN identifies youth who may qualify for Department of Rehabilitation (DOR) services, conducts referrals, develops individualized service plans, and provides comprehensive case management to address barriers and support successful reentry. The WDN also coordinates and facilitates Work-Based Learning (WBL) opportunities inside the facility and ensures all case notes, activities, and outcomes are accurately documented in Amity’s Apricot data management system.

Responsibilities

  • Provide direct services to youth within YDF, building trust and strong working relationships with youth, probation officers, and other service providers.
  • Serve as the primary point of contact for the Department of Rehabilitation for youth within the facility, ensuring timely identification, referrals, and ongoing engagement.
  • Collaborate with Probation and education staff to identify youth in detention or under community supervision who may qualify for YEI or DOR services.
  • Conduct outreach, orientations, and one-on-one meetings to introduce the program and encourage participation.
  • Build rapport with youth using trauma-informed and strengths-based communication.
  • Gather relevant documentation such as IEPs, 504 Plans, or medical records to support DOR eligibility.
  • Provide individualized case management to youth, including assessment, planning, and coordination of education, vocational, and supportive services.
  • Develop a personalized Navigator Service Plan for each participant that outlines goals, interests, and steps toward education and employment.
  • Maintain consistent communication with youth to monitor progress, address barriers, and support transitions from custody to community.
  • Document all services, plans, and progress notes in Amity’s Apricot data system.
  • Coordinate and facilitate Work-Based Learning opportunities within the detention facility.
  • Partner with educators, vocational instructors, and local employers to develop hands-on learning experiences aligned with youth interests and Individualized Plans for Employment (IPE).
  • Implement job readiness workshops, career exploration, and simulated or supervised work experiences.
  • Record all WBL participation, progress, and outcomes in Amity’s Apricot system.
  • Work with the Department of Rehabilitation to determine the eligibility of youth for DOR services.
  • Collect and submit necessary documentation to support timely eligibility determinations.
  • Support youth in preparing for and attending DOR meetings to establish their Individualized Plan for Employment (IPE).
  • Coordinate regularly with Probation, DOR Counselors, education partners, and community-based agencies to ensure integrated support.
  • Participate in Multi-Disciplinary Team (MDT) meetings and county coordination meetings.
  • Maintain clear communication with the Regional Administrator and Amity’s leadership on program updates, challenges, and best practices.
  • Work with Probation, DOR, and education partners to develop transition and reentry plans focused on successful reintegration and sustained employment.
  • Ensure warm handoffs and continuity of services as youth move between custody and community placements.
  • Maintain accurate and timely documentation of all participant activities, referrals, and outcomes in the Apricot data system.
  • Track key performance measures such as referrals to DOR, participation in Work-Based Learning, and progress toward employment or education goals.
  • Prepare reports for Amity management and funding partners as required.
  • Stay informed about best practices in youth workforce development, case management, and reentry support.
  • Recommend and implement improvements to enhance service delivery and youth outcomes.
