About The Position

Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Work Control Supervisor, supporting TOS II, at Arnold AFB Tennessee. The Work Control Supervisor will be working as a member of an integrated team responsible for [e.g. operating and maintaining or supporting] the United States Air Force Test Operations and Sustainment efforts. Open to internal, current BNH employees only. External candidates will not be considered. The successful candidate will function as a Work Control Supervisor in the Operations and Maintenance (O&M) function for 718TS (Space & Missiles) and 715TS (Hypersonics) while ensuring work is executed properly and safely.

Requirements

  • Applicable Technical craft degree/diploma/certificate, or associate’s degree in a technical discipline and 13 years of progressive and relevant experience or any equivalent combination of applicable education and progressive and relevant experience totaling 22 years.
  • Seven years of progressive and relevant experience planning and scheduling work and 10 years’ relevance experience as Work Planner, Scheduler, Construction Manager, and/or Craft Superintendent/Supervisor.
  • Must be able to obtain and maintain security clearance and access to the AEDC local area network.
  • Current U. S. Citizenship required.

  • Thorough knowledge of construction, engineering, procurement, and other project-related activities, including the interfaces and interdependence within the Test Operations Directorate, is desirable, but not required.
  • Understanding of the AEMTC CBA and Craft jurisdictional lines is desirable
  • Demonstrated skills for motivating, communication & directing Union Craft Employes from various Craft lines
  • Able to work self-directed with limited daily oversight in performance of Work Control Supervisor duties, including working towards specific objectives as requested

  • Ability to lead the implementation of maintenance and reliability best practices across the Mission Area, especially as it related to Work Management
  • Ability to organize work, considering priorities, facility impacts, personnel resources, and other resources
  • Ability to communicate clearly and effectively with craft personnel, craft supervisors/superintendents, schedulers, engineers, project managers, management, and other personnel in the workplace
  • Ability to learn PC systems, office software applications, and CMMS
  • Knowledge of multiple craft skills and specialized skills
  • Demonstrated knowledge of CMMS, especially regarding the Work Order system, Crew Scheduling functions, Ordering Materials, and Bill of Material
  • Demonstrated proficiency with PC systems and office software applications, including Email, Microsoft Word, Microsoft Excel, MS Project, Primavera, etc.
  • Must be able to anticipate change and to adjust promptly and effectively
  • Knowledge of multiple AEDC facilities across test cells, plants, utilities, etc., including the ability to understand AEDC’s limited resources and overall priorities (especially the work performed by the Model Shop crews)

Responsibilities

  • Supervise all individuals performing Work Management-related roles for respective Space & Missiles (I.e., Work Planners, Planner/Schedulers, Material Controllers, and other work management-related O&M Specialists)
  • Manages employee performance and results; utilizes company systems and tools to document results in a timely and consistent manner
  • Provide leadership, guidance, mentoring, training, and development of assigned personnel with their functional roles, working with other O&M areas, safety, security, etc.
  • Review and understand budget/funding limits as directed by AF, to understand what work can be executed and understand when limits change to take necessary actions to implement controls.
  • Provide leadership, guidance, mentoring, training, and development of assigned personnel with their functional roles, working with other O&M areas, safety, security, etc.
  • Recommend training plans for assigned personnel to O & M Support Manager to meet the current and future needs of the respective areas
  • Work with assigned personnel on scheduling time off and coordinating backup capability to fill those functional roles
  • Perform numerous other supervisory duties as they are identified or assigned
  • Support the development of O&M Work Management and Execution processes and procedures across respective areas and across AEDC
  • Coordinate with other Work Control Supervisors to identify resource capability to support respective areas
  • Oversee implementation of Workload Forecasting in the Space & Hypersonics branches of Test Operations and ensure participation by all Work Control personnel
  • Promote the Workload Forecasting model and assist in education, growth, and improvement in identifying current & future workload and adjusting input to better identify current & future resource requirements
  • Continually look for process improvements to better optimize the Work Control function
  • Assess progress against established goals and metrics related to the overall work management process and its sub-processes (i.e., work backlog, work prioritization, work planning, crew scheduling, resource sharing)
  • Ensure all work is executed through the TOS II Contract in a safe, efficient, effective, professional, and consistent manner, especially in the respective Areas
  • Coordinate with Project Controls as needed for budget, master work backlog, & facility schedules
  • Coordinate with other Work Control Supervisors and the client on potential for coupling work with other proposed outages to minimize unnecessary facility downtime and to maximize execution efficiency
  • Evaluate assigned area’s entire work backlog (approved work orders, work requests, PM’s, corrective repairs, proactive follow-up work, minor modifications, capital projects, etc.) against standard work management processes (aging work orders, overall work backlog amounts, correct asset assignment, etc.)
  • Create work orders for all emergency and urgent work as needed and coordinate with Craft Supervisors/Superintendents for execution of emergency work
  • Evaluate all respective areas’ Work Orders & Requests for priority, validity, duplicity, and need
  • Approve all valid non-duplicate Work Orders & Requests for respective areas and assign priority based on mission impact, project management milestones, systems engineering needs, etc.
  • Create Work Orders for all other work once ready to be scheduled or for other CMMS-required reasons (material-related, outage-related, etc.)
  • Evaluate & prioritize all identified work within the respective areas
  • Coordinate with planner/scheduler along with ISO (Integrated Scheduling) group on test and other non-test customer outages that may have potential conflicts with proposed outages to minimize unnecessary facility downtime and potential for coupling with other proposed outages inside and outside respective areas to maximize execution efficiency
  • Work with Craft Superintendents on receiving adequate feedback for work accomplished in respective areas
  • Represent Mission Area at multi-Mission Area scheduling meetings with Client
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy
