The Wyoming Judicial Branch, Administrative Office of the Courts (AOC), located in Cheyenne, Wyoming, seeks to hire an Applications Business Analyst Lead to lead a team of project support specialists to deliver software/technology solutions that align with Branch goals. This role involves managing the team's workflow, mentoring support specialists, collaborating with cross-functional teams, and ensuring the successful execution of Branch projects. The Lead bridges the gap between Branch needs and technology solutions, working closely with stakeholders to define requirements, optimize processes, and drive business improvements. The AOC assists the Wyoming Judicial Branch in fulfilling its constitutional and statutory functions by providing administrative, technical, financial, payroll, auditing, and human resources support to over 300 employees. Our goal is to provide services in an accurate, timely, efficient, and equitable manner. Our offices are in Cheyenne, Wyoming, which is home to Cheyenne Frontier Days rodeo and abundant opportunities for outdoor recreation. Cheyenne, the capitol of Wyoming, is a growing metropolitan area that thrives on its Western heritage. This position is on-site in Cheyenne, Wyoming and some travel is required.

  • Lead and motivate a team of support specialists, providing clear direction and support to achieve project goals.
  • Foster a collaborative and positive team environment, promoting effective communication and knowledge sharing.
  • Delegate tasks and responsibilities appropriately, ensuring each team member's strengths are utilized.
  • Work with stakeholders to identify, analyze, and document business processes and requirements.
  • Develop detailed project plans, timelines, and milestones in collaboration with the Chief Applications Officer.
  • Ensure effective project execution by monitoring progress, identifying potential risks, and implementing mitigation strategies.
  • Prepare comprehensive documentation, including business requirements, using case examples, process flows, and technical specs.
  • Engage stakeholders to gather input and ensure buy-in for new processes and software or changes to current processes or software.
  • Learn court processes and develop plans for the introduction of new software solutions or processes that align with court objectives.
  • Perform application configurations based on guidance from decision makers, system owners, vendors, and end users.
  • Identify opportunities for process improvements and recommend system enhancements to increase efficiency.
  • Resolve help desk tickets that involve unique, complex, and unpredictable situations.
  • Design and deliver training to staff on new procedures that ensure understanding.
  • Bachelor's degree in business, computer science, information technology, legal studies, management of information systems, project management, or a closely related field.
  • Three (3) or more years of business analyst, software applications, case management, legal assistant, court clerk, or project management experience.
  • A minimum of six (6) years of combined, relevant work experience is required without a degree.
  • Extensive knowledge of Branch software applications to design changes that improve business processes.
  • Knowledge of Wyoming laws and statutes, judicial processes, and court rules.
  • Excellent customer service skills and the ability to build positive relationships.
  • Direct knowledge and work experience with Branch software applications, projects, and/or case management systems.
