About The Position

H2 Performance Consulting (H2) is seeking a Wing Plans and Exercise Specialist. The Wing Plan and Exercise Specialist will assist with wing-level interface between HQ ACC, AFGSC, AFSOC, AETC, Combat Air Force units, and other USAF, Department of Defense (DoD) and U.S. Government agencies.

Requirements

  • U.S. Citizen with ability to pass background investigation (FBI fingerprint check and NACI)
  • Active Top Secret / SCI clearance
  • No disqualifying legal, administrative, or employment history
  • 4+ years in Plans & Exercises (squadron level or higher)
  • Experience interfacing with higher headquarters and Air Force exercise/inspection programs
  • Expertise in operational planning, exercise management, and readiness assessment
  • Strong analytical, coordination, and program management skills
  • Ability to interpret and implement complex directives and policies
  • High attention to detail and ability to operate in fast-paced, mission-critical environments

Responsibilities

  • Coordinate with Wing leadership, subordinate units, and higher headquarters (HHQ) including Headquarters Air Combat Command and other Department of Defense entities to plan, synchronize, and execute operational exercises, training, and contingency operations.
  • Develop, coordinate, and implement operational plans, concepts, and programs aligned with Air Force, joint, and combined operations; translate higher headquarters policy into actionable Wing guidance and integrate MQ-9 capabilities into operational planning.
  • Support Planning, Programming, and Budgeting System (PPBS) activities, including resource allocation, programming actions, and analysis of impacts on operational capability.
  • Plan and manage Wing-level exercises, including development of objectives, scenarios, event lists, and execution timelines; coordinate with internal and external stakeholders to ensure effective participation.
  • Evaluate operational effectiveness through exercise execution, conduct debriefs, and produce after action reports (AARs) with corrective actions and performance improvement recommendations.
  • Develop, coordinate, and assess Wing training programs to ensure mission readiness, proper certification, and compliance with directives and operational plans (OPLANs).
  • Coordinate with training units and weapons shops to ensure training objectives are feasible, measurable, and achieved; conduct critiques and recommend improvements.
  • Analyze training, exercise performance, and readiness data to assess operational effectiveness and identify gaps, shortfalls, and limiting factors impacting mission capability.
  • Monitor readiness across communications, logistics, personnel, and support functions to ensure mission support alignment.
  • Support Wing Inspector General (IG) programs, including acting as point of contact and monitoring inspection reports, special interest items, and compliance with Air Force directives.
  • Review unit inspections, ensure standardization, and assist in managing exercise evaluation teams and inspection readiness.
  • Develop and manage contingency and emergency response plans; plan, execute, and evaluate base-wide emergency exercises to ensure operational preparedness and compliance with DoD requirements.
  • Serve as liaison with internal and external agencies for airspace coordination, operational planning, and mission execution.
  • Oversee Civil Information Management (CIM) and Civil-Military Operations (CMO), ensuring coordination with external partners and integration into Wing planning efforts.
  • Manage Wing exercise and planning cycles, including tracking participation in pre-planned exercises and coordinating acceptance or reclama of taskings.
  • Ensure alignment of Mission Essential Tasks (METs), operational plans, and training objectives across units; provide regular updates and briefings to Wing leadership.
  • Prepare and deliver recurring briefings to leadership on exercise schedules, readiness, and operational requirements.
  • Maintain documentation including exercise plans, AARs, reports, meeting minutes, and planning records across classification levels.
  • Exercise planning and reporting systems across classified and unclassified environments.
  • Microsoft Office 365 (Outlook, Word, Excel, PowerPoint, Teams, SharePoint).
