About The Position

The Wildfire Strategic Planning Manager (Analyst III- CPPW) is responsible for coordinating strategic planning and policy development to address the dynamic threat of wildfires in the City of Portland. This role involves collaboration across various city bureaus and with regional, state, and federal partners to enhance wildfire prevention, mitigation, and response efforts. The manager will oversee programmatic staff, manage grant applications, and ensure effective communication and outreach to stakeholders and the public.

Requirements

  • Experience applying emergency management principles, including fire hazard identification and disaster preparedness.
  • Experience with strategic planning for emergency and fire hazard prevention.
  • Knowledge of wildland urban interface fire response training and education.
  • Experience interpreting laws and regulations to recommend policies and strategies for complex problems.
  • Experience using GIS software for wildfire planning and implementation.
  • Ability to communicate effectively both verbally and in writing, including report writing and training program development.

Nice To Haves

  • Bachelor's degree in Fire Science, Natural Resources Management, or related fields.
  • National Wildfire Coordinating Group (NWCG) Position Qualifications: Planning Section Chief, Type-3 and/or Operations Section Chief, Type-3.
  • Knowledge of natural resources management and wildland fire protection principles.
  • Experience with Incident Command System (ICS) and National Incident Management System (NIMS).
  • Ability to learn local geography and resources related to wildland fire planning.

Responsibilities

  • Develop and review priorities for strategic planning, prevention, suppression operations, and training related to wildfire threats.
  • Collaborate with internal and external stakeholders to enhance wildfire preparedness and response efforts.
  • Manage the work of programmatic staff to assist with policy development and grant applications.
  • Conduct public outreach to engage partners and the community in wildfire prevention and response initiatives.
  • Support the development of policies that address wildfire threats and promote effective mitigation strategies.
