About The Position

Performs highly advanced (senior-level) business analysis work for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Work involves overseeing and monitoring the development of system requirements and project deliverables for the Texas Management Information System (MIS) and the WIC client portal. Analyzes program nutrition education needs and trends and makes recommendations for strategic system improvements. Monitors federal and state mandated requirements ensuring that the MIS complies with the requirements. Provides expert recommendations for system enhancements. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

Responsibilities

  • Subject matter expert (SME) of the nutrition education related MIS and WIC client portal features. Duties include making decisions based on user feedback and business requirements. Oversees the development and review of complex requirements, project deliverables, design document plans, and comments for vendor application partners. Analyzes user requirements from both state agency and local agency staff and communicates testing requirements, training, and feedback to developers for enhancements to production. Consults and escalates project decisions to the project stakeholder for final decisions and approval of complex project deliverables.
  • Leads and participates in the planning, development and implementation of nutrition education related WIC MIS and WIC client portal features. These include monitoring Power Business Intelligence (BI) reports, and making recommendations for classes, resources, and nutrition notes. Utilizes quality assurance techniques to identify gaps and to prioritize program efforts. Oversees all nutrition education updates related WIC MIS and WIC client portal features including making changes to reflect current offerings on TexasWIC.org. Maintains master data relating to classes and online resources (web articles) on TexasWIC.org and Breastmilkcounts.com as well as other public-facing URLs from approved external websites. Updates master data related to group classes as needed. Serves as a liaison between the WIC client portal and WIC MIS teams and the Nutrition Education branch team, communicating technical issues in plain language to support overall improvement of WIC services.
  • Develops training curriculum and conducts training sessions to State Agency SMEs and WIC local agencies related to WIC MIS and WIC client portal enhancements and processes. Serves as the SME for questions and feedback from WIC local agencies and provides technical assistance as needed.
  • Develops and reviews test cases for User Acceptance Testing. Reviews release notes and provides feedback prior to implementation in production. Proactively identifies potential project risks and provides strategies for mitigation to the developers. Reviews and responds to requests and inquiries from Texas WIC local agencies, USDA and other external customers.
  • Other duties as assigned include but are not limited to actively participating and or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. May include alternate shift pattern assignments or location.
