The WIC IT Applications Lead works under the direction of the IT Applications Manager with extensive latitude for the use of initiative and independent judgment to analyze, develop and maintain complex web systems and applications for the Women, Infants and Children (WIC) program. Acts as a technical lead to support and coordinate ongoing development and maintenance of the programs in the WIC application portfolio. Analyzes business and system architectural requirements to prepare detailed solutions to problems as well as develop and maintain the applications supporting the program area using modern programming languages and database technologies.

Requirements

  • Experience developing applications in VB.NET, C#, Visual Studio and SQL Server.
  • Experience developing web applications using IIS, Java Script, ORM, CSS, PowerShell and SharePoint.
  • Bachelor's Degree, or equivalent, and 5+ year's work experience as a software developer, software engineer, or systems analyst.
  • Experience with Texas Health & Human Services Commission legacy data, databases and applications preferred.

Responsibilities

  • Responsible for coding, testing, and supporting highly complex applications to meet customer needs.
  • Prepares or oversees the preparation of detailed structured data flow diagrams and relational database management designs.
  • Evaluates existing and proposed computer applications to verify that business requirements are being satisfied.
  • As a technical lead presents project updates to the manager, coordinates assignments, and ensures that internally developed software is consistent with Agency and Department of Information Resources (DIR) policies and standards.
  • Participates in disaster response and/or recovery or Continuity of Operations (COOP) activation.
