About The Position

Wetland Mitigation Specialist - San Francisco Bay Area The Western Regional Office of Ducks Unlimited, Inc. (DU) has an opening for a Wetland Mitigation Specialist to assist our Bay Area Conservation Team in managing a new In-Lieu Fee (ILF) Program within the San Francisco Bay watershed. This position will be preferentially staffed from DU's Bay Area Field Station in Vallejo, California. Partially remote work options may be available for qualified candidates living within a two-hour drive of the San Francisco Bay Area. Ducks Unlimited is a 501(c)(3) non-profit organization whose mission is to conserve, restore, and manage wetlands and associated habitats for North American waterfowl, other wildlife, and people. For over 20 years, DU has worked closely with public and private partners in the San Francisco Bay Area to collaboratively design and deliver voluntary wetland and estuarine restoration projects in partnership with public and private land managers. The ILF Program will be integral to and build from DU's existing conservation program and will leverage compensatory mitigation dollars to increase both the pace and scale of restoration projects in the San Francisco Bay watershed. The ILF Program will also build from and be supported by DU's national mitigation team, which successfully operates ILF Programs in five states (New York, Vermont, Mississippi, North Dakota, South Dakota), along with 48 mitigation banks across the mid-west and east coast. Credits sold through the ILF program will provide compensatory mitigation for estuarine and freshwater wetland impacts permitted by the U.S. Army Corps of Engineers, the San Francisco Bay Regional Water Quality Control Board, and the U.S. Environmental Protection Agency. ILF Program responsibilities will include: Administration of the ILF Program, including coordination with the Interagency Review Team (IRT), management of credit sales data and implementation requirements, and oversight of financial accounts and management plans. Collaboration with DU conservation staff to identify and develop projects well suited for integration into the ILF Program, in consideration of the ILF banking instrument, and to facilitate development of appropriate contractual agreements for ILF projects. Collaboration with DU conservation staff to develop site-specific Mitigation Plans, including performance standards, appropriate site protection mechanisms, and long-term management strategies tied to ILF Program requirements. Carrying out other mitigation-related tasks, including administration of DU fee for services agreements, representing the Western Region at meetings and conferences related to regional and national mitigation topics, and tracking changes in state and federal mitigation policy and regulation.
