About The Position

Requirements

  • A total of ten (10) years of experience and/or education in environmental analysis or control, or environmental planning.
  • Must obtain and maintain a valid driver's license.
  • Experience investigating complaints against the law and pursuing escalating levels of enforcement is preferred.
  • Ability to work independently to investigate and achieve compliance with the Washington State Water Code.
  • Advanced understanding of Washington State water law and policies.

Nice To Haves

  • Experience in environmental analysis or control, or environmental planning.
  • Ability to interpret and implement Washington State water law and policies in the context of ensuring compliance and processing water right applications.

Responsibilities

  • Conduct and oversee the regulation and enforcement of water rights to determine compliance with water resource laws, policies, settlements, and court decrees.
  • Effectively negotiate and resolve water right conflicts, when possible.
  • Perform site visits, sometimes in harsh weather conditions or on challenging terrain.
  • Work proactively with the largest surface and groundwater users to ensure compliance with metering orders.
  • Respond to and investigate complaints of illegal water use, taking action to enforce compliance with water code provisions.
  • Develop written recommendations for compliance actions, including all orders and penalties.
  • Prepare expert testimony for presentation to the Pollution Control Hearings Board and higher courts.
