About The Position

This is entry-level work involving the operation, maintenance and repair of the Harford County Water and Wastewater pumping stations and/or treatment facilities. Daily and weekly job duties depend upon assignment area and require learning and strict adherence to prescribed safety standards. This classification requires the employee to learn the principles, practices and methods used in the operation, servicing and overhaul of mechanical and electrical equipment used in the various facilities. Duties include direction by other personnel and may also require work on an independent basis. Work may be on a rotating shift, seven day a week coverage basis. Employee receives close supervision from the applicable system Supervisor. Work is subject to outside environment, wastewater and drinking water conditions such as raw sewage, bacteria, viruses, wet wells, gases, odors, dust, chemicals, noise, heat, cold, etc. Water/Wastewater Facility Mechanic Trainee is a beginning level developmental class. An employee in this class who meets all requirements and demonstrates satisfactory performance is eligible for promotion to the higher level of Water/Wastewater Facility Mechanic.

Requirements

  • Two (2) years’ experience to include one (1) years’ successful experience in a water and/or wastewater treatment setting as a Plant Operator Trainee or its equivalent AND one (1) years’ experience in pump and motor maintenance. OR Two (2) years’ experience in pump and motor maintenance.
  • Possession of a high school or vocational-technical school diploma or GED Certificate.
  • Persons selected for this classification will be required to apply to the Maryland Board of Waterworks and Waste System Operators for a Water Distribution or a Wastewater Collection Class 2 minimum license, dependent on their work location and they will be required to obtain permanent certification within two (2) years of selection from the original date of hire as a Mechanic Trainee. Employee is responsible for maintaining their MDE license.
  • Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Be advised this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.
  • Familiarity with the functions of water and wastewater pumps and related equipment.
  • Basic knowledge of the design and composition of pumps, of simple pump repair and maintenance methods, and of blueprint reading.
  • Experience working with elementary mechanical, electrical, and hydraulic principles and experience with simple equipment troubleshooting.
  • Familiarity with preventive maintenance concepts and processes.
  • Ability to read charts, gauges, etc., accurately and ability to maintain detailed written records in prescribed formats.
  • Basic math skills.
  • Skill in the use of hand tools.

  • Ability to work cooperatively and effectively with others
  • Ability to climb, stoop, kneel, reach, lift, walk and stand for prolonged periods of time
  • Ability to have ability to lift up to 50 lbs.
  • Ability to drive a County vehicle while carrying out some assignments.
  • Must be able to wear a negative-pressure respirator and/or self-contained breathing apparatus (SCBA).
  • Must be able to enter confined spaces.
  • Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.

Responsibilities

  • Learns the operation, repair, and maintenance of water and wastewater system equipment including pumps, electrical motors, valves, related mechanical equipment, and electrical control equipment.
  • Learns how to repair pumps and related equipment including pulling the equipment and replacing major parts such as impellers and bearings
  • Learns to adjust and lubricate packing glands and other components
  • Learns to adjust and repair electrical control equipment
  • Learns to operate and perform maintenance on electronic monitoring equipment such as telemetry controls, supervisory control and data acquisition (SCADA) systems, and laptop or base station computer systems. Troubleshoot systems remotely through computer interface.
  • Learns to read gauges, charts, meters and control panels, to change charts on a routine basis, and to record readings on log sheets.
  • Learns how to perform scheduled preventive maintenance onvarious equipment and maintain a preventive maintenance record on each piece of equipment.
  • Learns how to maintain facility buildings and grounds as required. This may include performing custodial duties such as sweeping and mopping, landscape maintenance such as grass cutting and raking, and surface preparation with painting of both buildings and equipment.
  • Learns how to operate and maintain the home sewer systems and to respond promptly to citizen complaints and emergency conditions in the home sewer systems in the County.
  • Learns to operate, maintain and adjust chemical addition processes in facilities related to pH and odor control. This includes addition of chemicals such as lime, soda ash, caustic, carbon and ferrous chloride at various facilities.
  • Performs standard routine lab analyses of water or wastewater systems for process control records. May learn to perform pH control work under the guidance and restrictions of certified plant operators.
  • Learns to maintain records and prepare reports as required. Examples include reporting on preventive and repair maintenance records and work orders.
  • Attends mandatory training sessions on safety, new equipment or other County designated training at the request of the supervisor.
  • Maintains effective working relationships with employees, officials and the public.
