Requirements

  • High school diploma or GED.
  • Five years progressively responsible experience in installation, construction, maintenance & repair activities associated with water, wastewater, or stormwater infrastructure.
  • 1 year of supervisory or leadwork experience.
  • Thorough knowledge of hazards, practices, procedures, equipment and tool operation, systems and processes common to water operations and common safety practices and procedures.
  • Thorough knowledge of blueprints, grade and elevation surveying.
  • Technical knowledge of the water utility systems.
  • Knowledge of excavation and trenching, traffic control and confined space entry.
  • Strong interpersonal, analytical and supervisory skills.
  • Skilled in the safe use of hand tools, power tools and equipment operation.
  • Skilled in training and monitoring of assigned personnel.
  • Skilled to recognize hazards, find resolution, specifications and attention to detail.
  • Ability to handle sensitive situations with tact and diplomacy.
  • Ability to understand complex instructions, specifications and situations relative to job assignments.
  • Ability to establish and maintain effective working relationships with employees, management and citizens.
  • Ability to communicate effectively both orally and in writing.
  • Ability to understand oral and written instructions.
  • Effective use of computers, electronic devices and programs.
  • Ability to direct, train and effectively lead a diverse workforce.
  • Ability to prioritize, organize and coordinate daily work activities.
  • Ability to problem solve with resolution on work sites.

Responsibilities

  • Plans, supervises, monitors and coordinates work of skilled, semi-skilled and unskilled workers related to water distribution, wastewater collection, and stormwater operations and maintenance activities.
  • Plans, assigns, monitors, and reviews work activities and work crews.
  • Coordinates daily work activities.
  • Resolves problems and conflicts that arise during the course of work.
  • Prepares reports and investigates accidents.
  • Maintains records and makes recommendations concerning materials, manpower and equipment.
  • Troubleshoots and identifies water system concerns.
  • Maintains, trains personnel and enforces safety regulations and procedures.
  • Coordinates preventative maintenance programs.
  • Responds to citizen concerns.
  • Supervises assigned employees.
  • Provides, prepares and maintains maintenance records and reports on work activities and equipment.
  • Monitors and coordinates work with internal and external customers.
  • Makes recommendations regarding hiring, training, evaluating and discipline of assigned employees.
  • Responds to water, wastewater, stormwater emergencies.
  • Performs snow removal activities.
  • Performs stand-by duties.
  • Performs other related duties as assigned.
