About The Position

Under general supervision provide a variety of complex and advanced technical and professional design/review work to support the Water Utilities Department for all new development projects that involve water or sewer infrastructure extensions within the City of Bentonville. The technician will provide and gather information based on in the office and field activity experiences. Levels of responsibility Responsible Asset Value : Technology $1500.00 Survey/ Geospatial Data acquisition equipment $100,000 Private Development Donated Assets - $4,000,000 - $10,000,000 annually Technology Knowledge : Tyler Enterprise ERP, Executime, BambooHR, Microsoft Office including Outlook, Excel and PowerPoint, workorder management system, esri products, Bluebeam, Trakit, Digital Collaboration software, and Engineering design software ESSENTIAL DUTIES AND RESPONSIBILITIES Include the following. Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned. Works under the general supervision and guidance of the City of Bentonville Water Assistant Manager. A wide degree of professional creativity and operational latitude is required and expected. Must be able to work autonomously with minimal supervision.

Requirements

Associate’s degree in, geography, planning, landscape architecture, civil engineering, environmental science, construction management or a related field AND minimum) four (4) years of direct experience working in the engineering or utility field; or a combination of education and experience
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
Ability to effectively present information to top management, public groups, and/or boards of directors.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Knowledge of commonly used concepts, practices, and procedures within the engineering and utility design field.
Experience in specialized software, digital modeling, GPS, printer, copy machine and calculator.
Sound understanding of mapping processes including cartographic and geographic principles and equipment.
Possess and maintain a valid Driver License
Ability to obtain a Water distribution Class 4 license
Ability to obtain a Wastewater Class 2 license
Must also reside in Arkansas and within a reasonable distance from the center of the City of Bentonville in order to respond to emergencies that may arise.

Nice To Haves

General knowledge of, and experience in, Computer-Aided Design (CAD) is preferred.

Responsibilities

Reviews private and municipal development projects for compliance with the City's water and sanitary sewer standards, specifications, details and ordinances.
Coordinates activities concerned with technical developments, scheduling, and resolving design and test problems.
Evaluates design changes, specifications and drawing releases.
Provide support for in-house development projects as directed by the City Water Technical Supervisor.
Conducts and attends meetings with City departments, outside developers, engineers, and contractors related to private and municipal development projects.
Performs and/or oversees development and subdivision finals to determine final acceptance of all projects constructed for City ownership and maintenance, including water and sanitary sewer mains within new residential or commercial developments.
Addresses citizen requests and concerns related to new developments within the City. This includes coordinating with other city departments on utility layout and installation.
Inspects construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
Uses computer assisted design software and equipment to assist with preparation of specifications and associated details.
Assists in creating, updating, and implementing the water distribution and wastewater collection system models, by utilizing the necessary modeling software.
Performs various modeling and scenario planning to identify operational efficiencies and emergency preparedness.
Assist the City Water Utilities Department and Wastewater Utility Department in the formulations and details of the water and sewer specifications along with other City policies and standards.
Assists the GIS/Mapping Department with information necessary for the maintenance of records and record drawings concerning private development and city capital improvement projects.
Generate high quality maps and documents for customers using ArcGIS and ArcMap Comprehensive technical knowledge and ability to efficiently operate all Geographic Information Systems.
Ability to read, interpret and understand legal descriptions, maps, plats, aerial photographs and other GIS-related source information.
Research, analyze and compile data from a variety of sources; utilize modern research methods, including research and statistical analysis to identify and evaluate problems, issues, series, trends and patterns.
Convert raw data into various useful formats.
Find or create more efficient and effective operations through technology advancements.
Maintains security, integrity and accuracy of records.
Provides administrative analysis on the provision of economic, geographic or social information.
Meets with users to define, evaluate and resolve problems.
Explores alternative methods of problem resolution including the use/modification of commercial packages, etc.
Implements procedures, processes and monitors effectiveness of software to ensure the department is satisfying user needs
Prepares and updates procedures and documentation for new and existing systems, insuring compliance with departmental procedures.
This position is considered a first responder in the event of a citywide emergency or disaster situation. During such an event, this position will respond and perform tasks that are assigned based on the need of the situation.
