About The Position

Under general direction supervises subordinate crews engaged in maintaining, repairing, televising and servicing water distribution/sanitary sewer appurtences, which includes scheduling, training, and monitoring the work of utility field crews. Essential Job Functions: Able to schedule, coordinate and monitor regularly scheduled and emergency activities of subordinate crews engaged in maintaining, repairing, televising and servicing water distribution/sanitary sewer facilities to ensure high quality work performance standards. Will select, develop, evaluate and supervise subordinate personnel; ability to investigate, develop and implement changes in personnel, equipment, materials and supplies necessary to improve the section's productivity and efficiency. Shall establish and administer a water/sanitary sewer preventive maintenance program to ensure established objectives are met, including, all regulatory compliances with the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ). Able to communicate with supervisors, citizens and other City departments to inform, resolve problems or advise regarding water/sewer system operation, installation or repair projects. Will prioritize water/sewer renewals and create documentation to support recommendations and decisions regarding repair needs. Able to prepare monthly and quarterly management reports for all section activities to include State mandated sewer spill reports and Environmental Protection Agency (EPA) requirements. Will handle/resolve City claims with Risk Management by conducting investigations, assisting in determining fault, and supplying applicable information to Risk Management for settlement. Shall prioritize repair needs, review consultant's recommendations and determine if work should be completed by City personnel or outside agencies. Able to develop draft maintenance contracts by writing bid specifications, verifying invoices, process payment authorizations for signatures and oversee work of contractors and consultants. Other Job Functions: Able to perform other related duties, such as, assisting customers with complaints, performing field investigations, coordinating with Texas Commission on Environmental Quality (TCEQ) on the State Compliance Agreement, monthly overflow reporting submittals, reviewing sanitary sewer metering information provided from Trinity River Authority (TRA) metering stations; monitoring wastewater metering stations and coordinating with Water Resource Services to eliminate illegal discharges. Will monitor annual budget for Field Operations section, recommending expenditures for equipment, materials and tools to ensure budget compliance. Will keep abreast of new repairs and pipe rehabilitation technologies, Monitors and reviews sanitary sewer meter information provided from Trinity River Authority (TRA) metering stations coordinate State mandated sewer spill reports and Environmental Protection Agency (EPA) requirements

Requirements

  • Knowledge of geographic information systems and virtual map room software (such as: Utility Field Tool & Arc IMS) to research, identify and recommend infrastructure improvements.
  • Knowledge of design, maintenance, operation and repair of sanitary sewer systems, including trenchless technologies.
  • Knowledge of water/sanitary sewer system hydraulics.
  • Knowledge of construction contract preparation and management.
  • Knowledge of emerging trends and technologies in water/wastewater operations.
  • Knowledge of Work Management System software.
  • Skill in establishing and maintaining effective working relationships with other City employees, contractors, consultants and the public by oral and written means.
  • Ability to plan, monitor, supervise and evaluate subordinates' work assignments to accomplish unit objectives.
  • Ability to read and interpret construction plans and specifications.
  • Ability to arrive at judgments or decisions based on known or obtainable standards, characteristics or dimensions.
  • Ability to maintain accurate records.
  • Ability to perform a variety of physical skills including, but not limited to, seeing, sorting and walking.
  • Ability to push/pull and lift up to 50 lbs.
  • Ability to operate a variety of office and field equipment, including but not limited to, calculator, PC, telephone, two-way radio, manhole pick, and small hand tools.
  • Ability to safely operate a motorized vehicle.
  • Ability to review video of sanitary sewer and identify defects in pipe and recommend appropriate rehabilitation methods.
  • Ability to mentor “lead” personnel to assist in the attainment of supervisory skills.
  • Associates Degree in Management, Construction, General Studies or related field.
  • A minimum of six (6) years' experience in water/sewer construction.
  • Two (2) years of supervision/lead experience.
  • Any equivalent combination of education and/or experience will be considered.
  • Valid Texas Driver License Class C.
  • Must possess a valid Texas Water Distribution System Operator's License, Class C
  • Must possess a TCEQ Class II Wastewater Collection Systems Operator's License.
  • Able to obtain the Class B Water Distribution System Operators license and the Class III Wastewater collection System Operators license within six (6) months of hire.
